Probably. You'd have to figure out a way to melt the Diamonds though, which won't happen till 3280 kelvin.

you can't mix them. diamonds dont melt. they dont melt and reform to a crystalline structure.

I don't think so. Diamond crystals embedded in a titanium matrix won't add to it's strength. Diamond armour is senseless since diamond is so brittle.
You may want to look into polymers instead, since they are fantastic bitchin.
