Xanthal builds up defenses on the Soviet Trasa border.
In between the territory of Xanthal and Soviet Trasa lies a neutral zone designed to keep the peace between both nations. Xanthal has respected and continues to respect this neutral space; but Soviet Trasa, the nation that proposed it's establishment in the first place, has not. Xanthal has never violated the neutral zone with any of its vessels, Soviet Trasa has done so on at least one occasion and Xanthal has not retaliated. Xanthal has not built defenses along its side of the neutral zone, Soviet Trasa runs continual patrols and defense outposts along their side. Xanthal recently initiated a routine upgrade of its Imperial Armada ships' weaponry. Soviet Trasa responded by greatly increasing patrols along the neutral zone. This continued prodding of our great nation will not be tolerated. Xanthal will establish defensive outposts and Imperial Armada patrols along the neutral zone and henceforth destroy any Soviet Trasa ships found within it. We will no longer stand unguarded to our clearly hostile neighbor.

we are just being carful. we do not wish our space to be taken by your nation.
suppose that one of your Admirals or generals decides to invade Trasa without your authorization? and there's not enough ships near our boarders to stop them? what then? would you ASK them to return? they would most likly refuse and we would have to destroy them.
these security measures are nessesary for our survivial.
I beleive this problem should be resolved without conflict. Hopefully.

The nation of Taka, having relations with both Xanthal and Trasa, hopes that this can be resoved without bloodshed, and should neutral ground be required for a meeting between the two leaders, we will be willing to act as a third party and cover all expences required to bring a peace agreement to paper.

Taka: Neutral ground and meetings are irrelevant. The situation has been established. The next move is Soviet Trasa's, and their decision will mean either a peaceful end to the situation or the beginning of a lasting feud.
This entire thing is irrelevant,
all we want is assureance that Xanthal isn't going to use his Technology to destroy the Trasian Empire.
That assurance is within the treaty tht you signed with us. What more assurance do you need? From current events thus far one would assume that we need more assurance than you on this matter, considering that you are the only one that has been making aggressive moves against us. Our message has been sent: Back off or risk war.
