Handschar seeking sponsorship for Armed Forces

Handschar's Top Military Officials have elected to begin a new program for their armed forces. Nearly doubling Military spending, the government hopes to begin a training program to produce 2 UWD (Un-conventional Warfare Divisions) with a possible 3rd and 4th in the next few years and openings for even more should such a program prove lucrative. UWD's will specialize in guerilla, terrorist and attrition warfare and will be openly for hire by regional and global governments, assuming they are not being used by the Handschar government itself. However the Handschar government is hopefully seeking outside funding and sponsorship for this program in co-treaties and agreements. It is also hoped the market for such "mercenary" armed forces is fertile.

OOC: So what you are saying is you want some money, weapons, and supplies to start up this program.

Before I post IC I need you to answer some Q's.

1) What tech are you?
2) How many soldiers consist of a division?
3) The word "Terrorist" makes me think of this as a possible Al Queda type network
4) Why should we fund this force if our own weapons could be used on us, or against our allies, from a nation that hired this force.

OOC: Modern-day tech, soldiers in a division about 5,000. Handschar is secular, not a religious/social terrorist state and it's aim is to make money by selling its services, not acting on it's own. And paying more than the other guy is insurance nothing happens to your or your allies.
The program can possibly entail officer-trading duties in which interested nations can have an active hand in Handschar's military operations at all levels which will ensure no operations take place without said (top-paying) nation's knowledge.

The goverment of Watertest has noticed your program, and would like to support it, to a certain degree. We will be able to send to following weapons to you, free of charge, if you accept the following rules.

1) We will never allow our soldiers to harm Watertest or Allies, if a nation hires our mercinaries

2) We will never commit genocides, or allow the controling country to commit genocides with our soldiers

3) We release Watertest from all damages caused by our soldiers, they are not liable for any damages in any way

4) We shall never use "Terrorist methods"(OOC: Like 9\11) with these forces, or allow the controling country to use these methods

Handschar Armed Forces High Command and the Chancellory hereby accepts Watertest's Terms and would like to clarify on them:

Handschar does not and will not endorse terrorism or any other acts of violence on non-military targets, including genocide and other crimes recognized by international law. It is Handschar's opinion that combining guerilla and non-conventional tactics with adequate training and funding will produce a strong military arm capable of dealing maximum damage to enemy military might while forgoing civilian casualties, at minimum cost.

We hope that this treaty brings prosperity to both Watertest and Handschar's military objectives, and we look forward to operations with your country.
