Of course! I began my fleet as soon as I started and now it is my pride (Though I am considering shifting some funds to my Army and Air Force). It would be very small though, a few coastal patrol boats, unless you wait a little while and get a bigger nation to build you a small fleet for some money

It depends on how they are converting Real Life time to NS time. Some people go by 1 RL day = 1 NS year.

I'm sure you can do it... although you should try to buy it from someone else if possible (I doubt that your nation has advanced sub-building skills) or at the very least not use it for more than defensive purposes until your country grows so as not to raise too many eyebrows.

Yes you could develope, or have built or something, probably not right away, but you could feild one or two coastal subs assuming you are using 1 RL day = 1 NS year, it would take a bit longer if you are using 1 RL day = 1 NS Month (What I generally use), if you build them yourself, and assuming you are building an Akula class or Los Angeles class like sub, it would eat up your budget until you got bigger
((OOC: The basic plan behind this whole push for naval power is to get a submarine type copyrighted and then developed, if not by me, by another nation more financially secure and in mutual interest. Any takers?))

If you want to develop your own that much, you might try buying technology and small, cheap subs for reverse-engineering and comparison, then maybe invite another nation or two you know to help develop it.
You'll also want to go with a deisel-electric sub; they have some potential stealth advantages over nukees(everything else being equal, they're quieter when running on batteries than a nuclear sub), are much cheaper, and can be managed safly with a lower technology base.

That's really my only option, especially since I should have very little in the treasury for being around such a short time. I do think tank development/copyrighting will be a little less time consuming, but I'm probably wrong. We shall see...))

Well, it is possible to have a small fleet, but nothing like Nimitz class carriers or Los Angeles Attack submarine.
My nation has a small but healthy fleet, it helps having some better developed neighbors who sell cheap. Also, some of my tanks/ships are captured from wars (War for independence, recent Stonie conflict).
