The attacks-

Thousands in the Incorporated States of Andaman and Nicobar are sick, and dozens dead after nerve gas carried by missiles apparently launched from The Empire of Morah struck the tiny, crowded island group.

Simultaneously commandos raids targeted commercial trawlers and oil tankers in the Bay of Bengal. Most of the attackers were intercepted by the ISAN navy and coastguard long before doing damage- on refusing to accept inspection parties several were fired on and killed, others were arrested. ISAN's oil industry is heavily defended by multi-national forces (who will be informed presently), but the nation's civilian fishermen were not so lucky. The fate of the trawler-crews raided by these commandos is unknown.

The Empire of Morah has been told to explain its actions, issue and apology, and agree to negotiate reparitions- ISAN SSBN are on high alert, and the nation's nuclear arsenal is reportedly active and targeting the offending state. Unidientified vessels approaching ISAN waters will for the duration of the crisis be subject to increased random inspection, and refusal to comply with airforce, navy, or coastguard requests will result in sinking.

The death toll in ISAN is expected to rise.

Background-
As the technologically backwards nation of New Eastgate opened its doors to the world, the defenceless state came under imperialistic attack by the rogue state that is New Chelsea.

New Eastgate was forced in "secret" negotiations to pay tribute in the form of natural resources, in return for its continued survival. ISAN viewed the attempted invasion as an afront to free trade, as the nation had hoped to exploit New Eastgates plentiful natural resources. ISAN ambassadors then learned of this unfair 'trade' practice, and a heavy cutter from the eastern fleet was sent to intercept a shipment of iron ore to New Chelsea.

This was done without the official consent of the New Eastgate authorities.

The ship was impounded, and Eastgate informed that the vessel and its crew would be released to them once New Chelsea was made to understand that ISAN would not tollerate its blackmail of a sovereign state (New Eastgate).

Then came the attacks- Liberation believes that the attacks are somehow connected to this crisis, as the only other group with a known grudge against ISAN is the communist revolutionary group in Dunyabi- the commandos attacking ISAN ships did not appear to be Dunyabian

I am afraid, friend, that the captured terrorists will not be "martyted" or allowed to become martyrs just yet. There will of course be trials and interrogation before all of that.

We are to assume then, from your comment, and I quote "Hopeful that Iron ore can be sent again so that....terroists won't attack again?" (sic) that these terror attacks on the civilian population of ISAN were carried out in support of your imperialistic regime and its blackmail-economy?

Of course you realise that Morah is now facing economic sanctions from ISAN (not that it is possible to hurt their pathetic economy much further) and that New Chelsea will now be considered for similar sanctions in light of its suspected support for terror?

Liberation demands that New Chelsea at once crack-down on any terrorist organisations which may be acting in, from, or for the empire.

We are thankful to the people and government of WinTrees for being the first to voice support. Fearing that the underhanded forces aligned inexplicably against us, we are glad to receive even diplomatic support to boulster our position.

While the attacks have thus far been insufficient to cripple the mighty ISAN economy, we are unused to dealing with nerve gas attacks, and any specific medicens or doctors suited to treatment of related illness would be welcome at suddenly over-crowded Car Nicobar Hospital, and South Andaman Hospital.

Our doctors may not quite be experts yet, but they are readily learning to deal with various sorts of gases and toxins in the event that they are ever used against us -- or, as we can see, against other nations -- in terrorist actions or warfare. President Brown was unimpressed.
Morah's economy can not support a war with ISAN, and launching nuclear weapons would mean replacing nuclear weapons- something which would bankrupt that 'state'.

Any vessels which violate ISAN waters will of course be sunk. ISAN battleships, destroyers, frigates, cutters, D/E and nuclear submarines are mounting heavy patrols. Aircraft approaching ISAN airspace will have no better luck. 100 F-22 armed for ground attack will become 0 F-22 before they ever make it to even an out-lying island. Eurofighter Typhoons by the hundred, and multi-tier SAM defences will make sure of that.

Your tactics are amaturish, and your actions unprovoked. The world will not stand for it.

The Commonwealth of Wintrees will send the 2nd Battalion Royal Army Medical and elements of the 7th (Chemical) Research and Development Group, organised into Task Force Chard.

We will also put elements of the 10th Special Operations Brigade on stand by for deployment. The 1st (North) fleet will be put on a war footing and stood to ready for orders.

Task Force Chard will move to your nation as fast as possible to help with an clean up.

Wintrees current economic situation means that the 10th Special Operations Brigade will not deploy until future military action breaks out. The 1st (North) fleet will sail to the region.

Of course ISAN is in favour of barring weapons of mass destruction, including chemical and biological agents, from being deployed.

(Meanwhile North Andaman, long a trafficking point for weapons from Asia and Africa to the rest of the world, is subject to a crack-down by the authorities, likely damaging supplies to any number of involved terrorist groups.)

2nd (South) Fleet Air-Missile systems intercept most of the slow moving missiles. However some missiles land on the International airport north of hampcourt and are being blown by winds south to the city center, the civilian population are being evacuated and the government officals are being moved to the underground bunker Command and Control centre in Petoria. Missiles also landed in 3 other heavily populated areas causing crisis control measures to take effect.

Total Death count:

- 800 wintrees civilians dead and wounded
- 200 Tourists (at the airport) dead or wounded
- 50 Special Forces soldiers from the 10th who where on alert at the airport.

Task Force Chard is still on route. The missiles however have shaken the governments control over the country and Commie terrorist factions (the main reason why we pulled out of the NeoSoft-Stonie war) have taken advantage of the situation and set up road blocks in the north of the country.

ISAN will not be the nation to launch a third strike with "WMD", despite being victim of the first.

WinTrees is offered any assistance ISAN may lend, be it financial, advisory, or otherwise.

(Diplomats and military officers are en route to the nation to better communication, and to assess the defensive situation- ISAN may be able to lend some military support in the form of donated reserve armaments (AA defences, armour, possibly even interceptors))

You see, Morah? New Chelsea's emperor manipulates your nation to his imperialistic whims!

The crisis began when New Chelsea attempted to blackmail a defenceless state into suppling their nation with natural resources under pain of invasion. ISAN stood up to this, and was attacked. Your side is in the wrong in the eyes of the world, and New Chelsea would see your people killed before their emperor would back down.

Morah's entire economy is roughly equivalent to what, 1/3rd of ISAN's defence budget. It would be completely absurd for them to attempt to prosecute a war against us.

Our Terrorist problem in the North will take time to sort out. Because of this the Commonwealth of Wintrees for the 1st time is calling up all reserves and conscript battalions to both defend our country from outside forces and to put down the internal uprising. Andaman and Nicobar help in the situation is required in finding the commanders of these terrorists that launched WMD at us. We will crush them once we find them.

Military Intelligence External (MIE) and - Military Intelligence Internal (MII) with both carry out investigations, hopefully with Andaman and Nicobar intelligence forces.

Word reached the streets of New Eastgate- someone involved with New Chelsea had, apparently, made deliberate efforts to spread disease in Andaman and Nicobar. A sickeningly cowardly action if ever there was one.

When it was learned that the Combined State Council had accepted humiliating blackmail conditions with New Chelsea, and that ISAN had acted in defence of the federation, riots broke out in the western states.

Envoys were sent out to curry international favour. These bullies could not be allowed to behave as they had! (And if action wasn't taken, the federation could descend into anarchy)

Inform me of any help you'll need with the clean up. I'll be able to spare many toxic-spill cleanup vehicles.

The ISIA (incorporated states intelligence agency) is of course stepping up operations, meeting 'contacts' in North Andaman, and dispatching agents to WinTrees.

(These agents are expected to offer significant assistance against the rebel groups, possibly with arms donations or troop deployments- it is thought that ISAN could over-whelm such small-scale forces quite quickly (ooc:Though I don't want to get carried away- you might enjoy having terrorists to deal with, and I wouldnt' want to get heavy-handed))

Any specialised teams you care to send would be welcome on South Nicobar- we have of course enacted a local evacuation, but are uncertain of how safe the area will be for repopulation, and exactly when.

Any personel assisting ISAN will receive full military protection against further attacks, of course.

The Minister of Transports door was kicked off its hinges and 2 men, dressed in trenchcoats appeared in the doorway. Before he could say anything the minister's chest exploded as 6 9mm rounds punched his lungs, causing him to cough up blood before slumping forward onto his desk. The 2 Military Intelligence Internal agents quickly checked through the files on the ministers desk and file cabinet, it took them 3 minutes to check through the papers then disappear out of the door....

Terrorists of the Red Dawn group has been inserted at the highest levels of our government. Purge squads have been targeting proven members, civilians who have connections with the illegal group are also being purged. This is an internal matter. Any countries found to be habouring this group or ISAN, the users of chemical weapons, are urged to remove these members, or we will instead.

"Get those fires out now! If they ignite the spill the entire frieghter will go up in a fireball." The bridge of the destroyer IDS Guardian was chaotic.

Captain Joshua Locke looked out off the bridge to the Royal Trinidad Oil (RTO) Frieghter that had been damaged in Morah terrorist attack. The Drakonian-based company would make sure Morah would be greivously wounded for this transgression and the killing of Drakonian citizens would not have been taken lightly anyway.

"Get me the Minotaur," Captain Locke barked, referring to the nearby Drakonian Heavy Cruiser.

"Yes, sir," the Communication's Officer responded going to work.

"Make sure, he was able to keep the RTO Rigs safe." Captain Locke had been given command of the small Drakonian task force assigned to the defense of the RTO holdings in Andaman and Nicobar (AaN).

"They confirm. Rigs secure, no damage," the Officer informed him after a second of chatting into his headset.

"Well, that's good news at least," Captain Locke look back out over to the waters filling with oil. "Inform Naval Command of the situation. There's going to be hell to pay for those bastards."

Nope, I said:

By which I meant that (I was in a rush to go out, so I just used quick news headline bulletin things) Andaman and Nicobar had ceased any New Chelsea and Elite Nations' possesions in Andaman and Nicobar, frozen any accounts in this nation (since we are an economic power-house it is likely that your nations had at least some investments in the islands, but its up to each player, really), and so on. Essentially that was meant to end up costing you more than the iron ore is worth and make you reconsider your position anyway.

Anti-New Chelsea/Elite Nations riots were breaking out, and militia groups in Andaman and Nicobar were beginning to target NC/EN businesses, immigrants, and tourists. The ISAN (that's AaN) authorities weren't trying very hard to stop them.

Militia groups were threatening to travel to New Chelsea and the Elite Nations to carry out assasinations and other "guerrilla" (terrorist, really) actions against those nations.

A man dressed in a crisp black suit appears, behind him is the massive structure of the Grand Capitol Building, the Anglo-Romanic Architecture strongly visible throughout the structure. "Welcome to the Grand Capitol Building of the Drakonian Imperium," he states proudly. "Located in the Senatorial Sector of Drako Throne, this is where the Imperial Senate, Grand Parliament, and Supreme Court meet for the purpose of governing Drakonia.

"But, today meeting were held for a different purpose. The recent terror attacks on the nation of Andaman and Nicobar have caused tremors rise throughout the Imperium. With the recent admission of Andaman and Nicobar to the United Emirates alliance, it is likely a task force will be sent under the flag of the United Emirates to strike back against those terrorist nations that supported the attack.

"Recent causalty report issued from the sites of the attacks report that over a hundred Drakonian citizens were killed, from poison gas and attacks on oil tankers. Such loss of civilian life from war has been unheard of in the Imperium for much more than fourty years and there is likely going to be an extremely strong military response to such a blatant and violant attack on those citizens of the Imperium.

"Meanwhile, several Drakonian-based corporations, including Info-Tec, Mad Cow Beef, Royal Trinidad Oil, and the Imperial Engineering Corporation have issued demands that the nation responsible for the attack, Morah, pay for damages and pensions for the families of the deceased in the ammount of 500 Million Drakonian Doubloons. Such an ammount of money is approximately $1 Billion United States Dollar, a surprisingly large ammount and likely Drakonian Businesses way of saying, 'You had better not do that again!'"

The report paused, putting his hand up to his ear and listening for a second. "This just in, using it's authority in the Greater Drakonian Economy, a strong entity of trade and commerce throughout the United Emirates alliance, the Drakonian government has frozen all assets of the nations, which supported the recent terror attack. No response has yet been made by those governments, although earlier the nations of Morah did offer a cease fire.

"This has been Richard Carr reporting live from the Grand Capitol Building, in Drako Throne."

The screen again changes to the ENN Logo and the Loud Booming Voice is heard again saying, "This has been an ENN News Bulletin."

OOC: I am assuming the same as AaN, except with my economy (Frightening, that an AA on Ruccola's NationStates Economic Ratings) and the fact that I am the founder of the Greater Drakonian Economy trade pact, it is a way more likely.

"Captain," the Officer yelled. "We're tracking missiles headed for Liberation."

The bridge, of the IDS Guardian suddenly erupted into action.

"Are we in range for use of Anti-Missile systems," the Captain asked.

"Possibly." The Officer was working furiously. "Their pretty large, appear to be chemical weapons." The Officer thought everything over. "We might be able to hit them with our Anti-Air Missiles. "

"Lock on and destroy them," the Captain ordered the Tactical Officer.

"Yes, sir." The Tactical Officer went to work. "Recieving telemetry and tracking data,...locking into the tracking systems,...firing."

Several missiles streaked away from the destroyer, burning off into the dark night.

"Inform the rest of the fleet to destroy those missiles, if possible." The Captain sighed, waiting. "And inform command of the situation," he added.

This time ISAN is better prepared. Most of the missiles are intercepted en route. Aiming them at the southern capital of Liberation meant that they passed over most of the nation and its counter-measures en route.

Still, one missle impacting in one of the most densly populated places on earth, a centre of international trade and diplomacy, has caused havoc. Scores are dead, and already over-crowded hospitals struggle to cope with the new wave of sick.

The clean-up operation is expected to cost further millions. Almost every block in the crowded little city is effected if not directly, then by congestion and evacuation. Businesses, ISAN and foreign, are sure to loose billions, and the exchange has been hit hard. The Sutherland Plaza was one building subject to evacuation moments before the missile struck.

Before the missile had even hit, however, a counter-strike was under-way. Eight ICBMs, accurate to well within 600 feet, were launched against the recorded suspect sites of the missile launches. They were laden with submunition warheads- cluster bombs, meant to erradicate everything in the target area which isn't burried deep underground (and since the group had apparently just relocated, it was assumed they had no time to construct fortifications sufficient to resist).

Sanctions against New Chelsea continue, as the ISAN government becomes more and more convinced of governmental involvement with the NCNA- they were getting masses of nerve agent and delivery systems from somewhere. Likewise, sanctions continue against the Elite Nations, who persist in allowing this terror organisation to operate freely within their borders.

President Brown threatened war if the governments of New Chelsea and the Elite Nations did not act to curtail NCNA operations, and called on his United Emirate allies and the rest of the civilised world to back his position.

Reports came in indicating that ISAN's defence network had killed a portion of the attack, the fate of other missiles was not clear until communication with Drakonian vessels on hand.

President Brown was quick to praise the crews for their rapid and accurate response to the attack, which likely saved hundreds of lives.

This third "WMD" attack against ISAN and/or its allies threatens to push the nation too far. B1B bombers are even now accepting various payloads, and observation satellites are positioning over NC and EN lands.

Special forces teams are covertly assesing potential land routes into hostile states with a view to counter-terrorist operations.

The Imperium has dispatch Commodore Roche Jamali to Andaman and Nicobar for the purpose of rectifying the situation. He has been placed in overall command of Task Force Oil Slick, from Captain Joshua Locke, and is being dispatch with Task Force Iron Hand.

(If the Drakonian fleet was on the move, the commandos could not swim fast enough to keep up. If the Drakonian fleet was already at anchor in Nicobar, that near-by ship has long since been either a)impounded by the ISAN Coast Guard/Navy and its crew/passengers detained for unauthorised possesion of explosives and suspected membership of an illegal terrorist organisation, or b)sunk by the ISAN Coast Guard/Navy/Air Force for resisting boarding)

Responding to Morah's chemical attacks against ISAN, the Department of Commerce announced yesterday the beginnings of a Copiosa Scotian government buyout campaign targeting key Morah-based corporations.

"Locking in the Coordinates, now," the Officer reported to the General Eris Kingston.

The General, an impressive looking ebony women in the crisp military uniform, looked like she meant business. "Good," she stated. "Make it fast, we are scheduled to launch in two minutes."

"Yes, Ma'am," the Officer responded and rushes to finish up the work on the computer in front of him.

The General looked across the command center spread out around her, her eyes finally resting on one of the massive monitor on the fall wall of the room. There clearly visible were the New Chelsea and Morah targets that would soon be obliterated.

Next to that monitor was another. This one displaying the status of a massive missile. The information on monitor showed the name of the weapon: a Plethora-Class Intercontinental Ballistic Missile. Further information showed that the missile were equipped with conventional warheads. Five Cruise Missiles, geared to be launched sub-orbital at a ground target.

"Coordinates locked in," the Officer informs her.

"Good," the General replied straightening and checking the countdown timer on the wall. "Proceed with the countdown."

She turned to another Officer who has approaching her. "Ma'am," he started. "We've confirmation from command on the launch. Praetorian Edict."

"Straight from the top." She looked satisfied. "Very well, that's final launch confirmation, we are a go." She turned to go about her work.

A thirty-seconds later two Plethora-Class ICBMs arched into orbit and launched ten Cruise Missiles.

"At exactly midnight last night, the Drakonian Imperium launched two sub-orbital missile delivery systems in strikes against Morah and New Chelsea. Once the missiles arrived in orbit they deploy ten cruises missile which rained down from orbit on several missile launch sites, where reportedly the terrorist attacks on Andaman and Nicobar were launched. Reports issued from the Imperial Drakonian Military also state that a military complex in New Chelsea and another in Morah were also targeted.

His Majesty's Government was earlier today contacted by the Praetor of the Drakonian Imperium and asked to commit troops to the conflict in Andaman and Nicobar under the terms of our alliance to the UE. As the DI is currently engaged in a fairly brisk ground war with Al Anbar we'll be providing our own logistical support, hopefully able to deploy from bases within Andaman & Nicobar with their army in support. The High Fleet has changed course from it's regular patrol route and should be within A&N coastal water by 1600 Hours today. We've also begun preparations for airlifting the Royal Marines to the area, should ground personnel deployments become necessary. As we've yet to finish our re-armament program the Marines, if deployed, will be un-armoured and backed up by the Royal Light Artillery, as opposed to more modern support forces. However we will have signifcant back up from the Fleet, including the JSF's deploying from the Wyvern and the Griffin. This operation should run smoothly gentlemen, but we are prepared to upscale committment should it become necessary. Command Authority will be given to Admiral Bathame whilst on the move to the theatre, however if the Marines are committed they will be under the command of General Raynor as a Corps.

ISAN thanks its allies for their support.

Little has been heard from the offending nations, or of the related terror factions, since the missile strikes were launched by ISAN in the wake of the last attack.

In all 127 ISAN civilians have been killed, and it is only now that hospitals are finally clearing the backlog of patients- it is feared that more patients with unrelated ailments may have died as a result of suddenly inflated waiting lists. Any resulting lawsuits against the ISAN government or various healthcare insurers and contractors are likely to result in a search for compensation from New Chelsea and/or their backers.

The Britmattians will indeed be welcome in ISAN. Should offensive operations be a long time in coming, President Brown has indicated a preparedness to negotiate some manner of lending, sale, or donation of usefull military equipment to our apparently lightly equipped allies on hand. This is of course not a judgement of our allies as weak, so much as a recognition of the haste of their deployment. ISAN is a major arms manufacturer, but has not for some time made major exports. Suffice to say there is a large stockpile of armaments.

The scene in the island chain as the Britmattians approach is quite distinct. Almost every building on the tiny island chain is above 150 metres tall. The number of buildings will less than five stories can probably be counted on one hand. BrownCo Towers in the capital, Liberation, on the southern island of South Nicobar, reaches some 700 metres or 140 floors into the Indian sky.

Huge A380 Airbus liners fly wealthy businessmen in and out through the noisy and crowded skies, and people drive flash cars a few hundred yards down the short, narrow roads, just because they can afford to.

The military is out in force. And a queer military it is. Much of ISANs equipment wouldn't at a glance have looked far out of place in the Vietnam war. F4 Phantoms thunder over-head, dodging in and out amongst Super Cobra and Chinook, and military airbases are often visible from civilian districts, due to space constraints. B1B bombers and A-10 attack planes litter runways, and Eurofighter Typhoons finally give a modern aesthetic edge to it all. Of course the older aircraft enjoy new avionics, engines, weapons, and so on.

Those crowded little roads and exposed airbases are patrolled by Cobra AVs, M113A3 APCs, LVTP7 AAAVs, and trucks carrying infantry weilding newly built but long-since designed M16A1 rifles, and often towing a wide assortment of artillery guns, from 76 to 203mm.
AN-41 light tanks, AN-60C, and Leclerc MBTs are in abundant evidence.

The waters are dotted to the west with oil-rigs, and all around patrol dozens of native-built heavy coastguard cutters, guns and launchers bristling from their decks and superstructures.

(ooc:I do get the impression that many of them might not be too keen on any serious level of RP, in which case I suppose we shall just assume that the missile strikes by ISAN and the Drakonians wiped out their capability to strike again.)

OOC you're right the marines are lightly equipped, mainly because i have no idea how to put together an amphibious force structure, so they've got their artillery and that's it :/ This could possibly be worked in..?

ENN Logo flashes while a Loud Booming Voice says, "Reporting live is Richard Carr at the Sutherland Plaza, on the recent Terrorist Attack in Andaman and Nicobar."

A man dressed in a crisp black suit appears standing in the midst of a massive cityscape. Vast tall skyscapers tower over him. Behind ascross a concrete plaza decorated with trees, shrubbery, and several flowerbeds is a large skyscrape, slightly smaller than the many that tower around it. In build letters on the building's landing it says: "Sutherland Plaza."

"This is Richard Carr, reporting to you live from the Sutherland Plaza in Liberation, the capitol of Andaman and Nicobar," the reporter starts by announcing himself and where is reporting from.

A helicopter dips between a pair of skycrapers and flies past the Sutherland Plaza building. "The recent collapse of New Chelsea and several of it's allies, and the rise of the nation of Torwissen and it's allies in their place has prompted a pause in hostilities, since the recent missile attack in New Chelsea and Morah.

"The new government of Torwissen has asked Andaman and Nicobar, the United Emirates, and our allies for peace in this conflict, but there has been no official response from the Andaman and Nicobar government. The Imperium however has begun shifting assets toward the Mediterranean and the conflict with Al Anbar. While Drakonia waits for an response from Andaman and Nicobar, it seems likely peace will come to this region, shortly.

"The Al Anbar conflict on the other hand looks to quickly become a violent war. As Ramadan, the Muslim Holiday that has prompted a delay in the conflict, draws to an end. Fighting will soon begin, with or without the end of the religious holiday. This put the Imperium in a hard place, they had hope to destroy Muslim support for the Al Anbar government by wait for the holiday to end.

Of course the involved aggressors will not be getting their hands on the iron ore shipped back to New Eastgate, but neither will they see their home nations over-run by hundreds of thousands of Nicobarese Marines.

The Mullah had been essentially a puppet installed in 1968, and influence over him had been of great benefit to ISAN's domestic oil industry. Abandonment of the region, it is felt, will not look well to the Muslim community, keen to avoid being cut off on the far side of India.

President Brown was evidently not.. oh, wait, no, he was greatly amused, and a little irritated.

With a sigh the president suggested to the faithful Mr.Giles that it might be best if the Office of Government found in favour of full mobilisation. Once Brown suggested a course of action, the further democratic process was likely to be a mere formality.

These.. whatever they were now choosing to call themselves.. these upstarts were begining to make a nuisance of themselves, and apparently simply did not know when to back off.

Brown chose the moment to observe from one of his huge office's many monitors the present state of Liberation's sea trials. The carrier was looking good, he thought.

Torwissen, the Imperium also finds your petty threats against Andaman and Nicobar humorous. The Imperium warns Torwissen that provoking nations much larger than itself can lead to unfortunate events. Drakonia itself could still find time to crush you, while it still engaging in the Liberation of Al Anbar and the War against Dyelli Beybi. So we advise you not to pursue your threats.

Andaman and Nicobar, the conflict in Al Anbar is shaping up to a quick military end, or a least a easier long campaign. With the withdrawal of Crownguard forces, it is likely not to be a hard fought as was first predicted.

We however, do need support. The recent nuclear attack on Drakonia have forced us to declare full-scale war (http://www.nationstates.net/forum/viewtopic.php?t=93916) on Dyelli Beybi and Axe Weilding Maniacs. We will begin fighting, shortly and AaN force and support would be most appreciated.
