Unveiling of the BLN Constitution [Still Being Worked On!]

The Allied States of Big Long Now write this constitution of October 24th, 2003 in order to set proper guidelines for our nation

War: The growing threat of war has been noticed, and the Army of The Allied States of Big Long Now is properly prepared. However we will not declare war upon another country unless attacked first, or assistance is absolutely needed in another war. Military troops and naval ships may be deployed for peacekeeping reasons, however if attacked they are allowed to use any force necessary to defeat the threat.

Elections: Any citizen above the age of 16 years old are allowed to vote in any open election. Persons different due to color of skin, gender, sexuality, and etc. are not banned from the elections taking place. Although, if you have recently had most civil rights revoked due to commiting a felony or any crime where you had them revoked, are not allowed to take part in the elections until their sentence or fees have been completed.

Marrige: Citizens of Big Long Now above the age of 18 years old may marry with a marrige license and two witnesses at the signing of the license. Homosexuals, race, disabled, or anyone who may be looked down upon by other individuals are also allowed to take part in being married. Homosexuals from other nations are not allowed to marry inside of Big Long Now's borders unless homosexual marriges are allowed there.

Smoking/Gambling/Drinking: The born citizens of Big Long Now are allowed to smoke and gamble at the age of 16, and drink at age 18. If any person trying to purchase cigarettes or alcoholic beverages, or trying to get into a casino, and has an ID that does not belong to any Big Long Now state, will be denied unless they are over 18.

Preamble
The philopolian people hereby declare the nation of philopolis, in the best interest of freedom, to be independent and free from any foreign power. May it be a self governing, prospering nation of peace.

Article I
the official language of the imperial republic shall be English
the official
the national anthem of the imperial republic shall be "the imperial republic"
the motto of the imperial republic shall be "the necessity of evil is for good people to do nothing"
the economy shall be based on the principals of democratic socialism in the sense that such things as healthcare and housing are considered a right and not a priviledge. Philopolis shall view all of it's citizens equally despite gender, race, religion, sexual orientation, political affiliation, wealth or age with the exception of convicted criminals.

Article II
No person(s), under any circumstances, may; purposely take the life of any human or animal (unless it is a legal punishment issued by the judiciary, an act of euthanasia or is an enemy of the country), attack someone incapable of fighting back equally or proselytize his/her religion on someone unwilling to convert. This includes denouncing other religions.

Article III
any legal philopolis citizen may vote and/or run for governmental positions. the age of sufferage shall be sixteen years of age.

Article IV
Ceremonial titles of nobility are to be of cosmetic value only and does make that person anymore special than someone who does not have a title. The emperor must "crown" the recipient in an official ceremony.

Article V
the executive branch is to consist of the emperor, the prime minister and the imperial council

Article VI
the emperor will be elected for life unless he/she resigns or is impeached by the judgemaster. each minister and prime minister are to stay in power until the emperor dies, resigns or is impeached. each minister may resign if he/she wishes. each minister may also be removed from power by the prime minister by impeachment. if a minister resigns, a new one will be appointed by the prime minister to take the place. the prime minister may be removed by the senateby impeachment.

Article VII
Upon an emperor's death, the tête de sénat and the lawmaster are to run for the position of emperor. After which each has a 3 month deadline to gain as much votes as possible. If any one of them does not decide to run, he/she may appoint someone from their parliament house to run in their place.

Article VIII
one running for position of emperor must appoint a prime minister and ten ministers to form the philopolis imperial council. the imperial council is to consist of ten chambers; agriculture, animal rights, civil rights, communication, economy, energy, foreign affairs, health, defence and transportation

Article IX
parliament shall consist of the senate and the constitutional assembly

Article X
Senate shall consist of five-hundred seats. Senate's job is to create laws and represent the philopolian citizens.
A senator shall be elected for four years and there shall be no limit on the terms he/she may serve. Each senator must be eighteen years of age. The senator who receives the most votes during his/her campaign is to become the tête de sénat, leader of the senate. if two or more senators tie, the senator with the second most votes becomes tête de sénat and so forth.

Article XI
the constitutional assembly is to consist of four consuls from each region of philopolis. the constitutional assembly is to examine and compare the philopolis constitution to bills passed by the senate and decide if they are unconstitutional. a consul shall be elected for five years and there shall be no limit on the terms he/she may serve. Each consul must be at least twenty-five years of age. the consul who receives the most votes during his/her campaign is to become the lawmaster. if two or more consuls tie, the consul with the second most votes becomes lawmaster and so forth. the lawmaster shall wield the power to change the constitution, on approval by the senate, emperor and prime minister.

Article XII
the judiciary is to consist of the court of deities, local courts and the police force the laws shall be based on roman, english, french, dutch and chinese law.

Article XIII
the court of deities shall be the highest court and consist of twelve judges and the judgemaster. the court of deities will try cases that challenge the constitution.

Article XIV
a low judge (city judge) shall be elected for six years by their city government and there shall be no limit on the number of terms he/she may serve.

Article XV
a high judge (court of deities) will be elected for eight years by the nation and there shall be no limit on the number of terms a high judge may serve. a city will voluntarily nominate their judge for a seat in the court of deities and the nation will vote on it. the high judge who received the most votes during his/her campaign is to become the judgemaster. if two or more high judges tie. the high judge with the second most votes becomes judgemaster and so forth. the judgemaster is to be the official judge of cases brought forth to the court of deities.

Article XVI
the police force is to be the final body of the judiciary. in times of war, the police force shall report to the chamber of defence and shall become "the national gendarmery"

the philopolis military shall consist of four main branches; army, navy, air force and the space force. the age o
