The exetonian Government has decided to sue the Shildonian government for a total of 1 billion NS dollars due to a loss of commerece over their illegal sanctions. Any nation wishing to hold this court please step forward now. Also, an impartial jury of peoples from both countries will be chosen in a 50/50 mix. This is all - Exetonian external affairs department

The Peoples Republic does not recognise the jurisdiction of this court, and so will not yeild to whatever decision it makes. Any attempt to force this decision on us will be regarded as an assault on our sovereignty.

Exetonia would like to point out tha by not coming to this international law court case being taken against them, Shildonia automatically declares itself in breach of international law. We request immediate action be taken against them. - exetonia external affairs

That sounds like a declaration of war, or at the very least an attempt to incite others to declare war. We insist that the Exetonian regime withdraw that statement, or we will be forced to take action to safeguard our nation against the Exetonian aggression.

HAHEM. The exetonian Government would like to re-word their statement read as follows. We would like to ask other states to pursue legal action against the state of Shildonia. We only have a small army and do not wish a war with you as it would cripple our tiny economy. We only wish for you to realise your sanctions are illegal.

Our sanctions are perfectly legal under Shildonian law. As was mentioned earlier we do not recognise the international court, and so will not yeild to any decision made by it, irrespective of who brings the plaintiff is.

Exetonia refuses to recognise Shildonian law and will if nesciary and should the 'people' want it begin illegal import/exports with your nations people

Any Exetonian flagged vessel that enters Shildonian territorial waters will be classified as an invader, and will therefore be fired on and sunk.
Readiness of our Naval forces has been increased, and Nimrods will be patrolling 24 hours a day, they will carry live ammunition to destroy any Exetonian vessels.

You may not understand this but, the sinking of a merchant vessel is illegal wether u recognise the law courts or not. If a merchant vessel is sunk after your 'people' (ooc: up to u if u want them to do someit) have accpeted a trade agreement Exetonia will have no choice but to call in international support. This is not a declaration of war but, a warning should you sink a merchant vessel/cruise ship etc

If any Exetonian vessel attempts to enter Shildonian territorial waters, it will be regarded as a precursor to an invasion, and appropriate action will be taken.
We also find your talk of "trade agreements" to be ludicrous, given the current state of affairs between our nations.

Fine but, should any merchant vessel/cruise ship be sunk in your waters, it will be regarded as a terrorist act and help will be requested as such since, you do not believe in international law we believe, any actions against us should be branded as terrorism. This is something the International community does not accept

When a ship enters Shildonian territorial waters, it becomes subject to Shildonian laws, and if an Exetonian vessel enters Shildonian territorial waters despite our warnings, they have only themselves to blame for whatever fate may befall them.

Our territorial waters extend 12 nautical miles from the coast. Any Exetonian vessels within this area will be fired on.
Our exclusive fishing zone extends 200 nautical miles from the coast. Any Exetonian civil vessels within this area will be warned to leave, military vessels, or vessels suspected being connected with the Exetonian military will be fired on.
These restrictions are now being extended to include Exetonian aircraft. The same rules of engagement apply.

The Attican Embassy in Shildonia would like to remind Shildonia AND Exetonia that what Shildonia is doing -IS- legal unless done in International or Territorial waters, IE if he sunk your ships in international waters or your waters, like the German's in WW1 and 2. Unless you are in a state of war, where he must first let the crew and passengers off the ship. Also, 'Fishing Waters' are not your territory.

This is noted. We would like to send word that our cruise ships are diverting around your 'territorial waters' Shildonia but, are still passing through your fishing waters.

There will be no reparations paid to Exetonia, and due to the actions of Konoha Village we are extending our restrictions to include vessels and aircraft registered to that nation as well, with the same rules of engagement outlined above. We do this simply to ensure our security in the face of attack.
All Exetonian and Konoha flagged vessels attempting to transit our exclusive fishing zones will be searched to ensure that those vessels are not attempting to steal our dwindling fish stocks, nor any other consumable resource in those waters, including (but not limited to) Oil, Gas and mineral resources. Should any vessel be found to be partaking in such practises, it will be impounded, or fired on if it attempts to resist.

As a nation growing a relationship with its neighbors, this includes Excetonia. We seek to find favorable options for all parties, however, Excetonia is justified in this case, and as such they will have our full backing where ever this situation goes.

Shildonia: Yah, ignored me for no reason. So I wouldn't appreciate it. Exetonia, you should just ignore Shildonia. Shildonia is a known godmodder (don't you just love stealth fighters that can carry huge amounts of warheads without any radar reflectivity, and can still fly extremely fast speeds, and can avoid missiles by turning, and never be hit?).

IC: Shildonia. You have no right to search any of our vessels not within your sea lanes. Permission to board ships entering fishing territories DENIED. Any attempt to board a ship in 'international waters' shall be deemed in breach of international laws and, further action will be taken. To make sure you will not bard our vessels, the EEG have been re-deployed to all our merchant vessels that use international shipping lanes that cross through your fishing teritories. We are also issuing sanctions against Shildonia, and any of our ships in international waters will not listen to Shildonian 'orders'. We also wish to warn Exetonia to be careful that Shildonia doesn't declare war on you, for it is a large and powerful nation, and if you don't get a larger nation to support you, it will overcome us.

I'm using RL data to set a basis for this argument. Nowhere does it say that fishing zones and rights are the same as territorial zones, and as such, Shildonia has no right to seize Exetonian or other nations' seacraft/aircraft within this zone. So therefore, we still require that the Shildonian government pay not only $1 billion or equivelent in any way to Exetonia, but any reparations to any other nations that have had their craft seized by the government. We will continue sanctions until that money is paid.

The Democratic Republic of Dol Suquait is also issuing sanctions against Shildonia and will also not cede to Shildonian demands on international waters, and as has Coreworlds would urge exetonia to move with caution. We are also curious as to why a country that does not recognise any international law would wish to inspect internationally for weapons in the first place?

A regiment of EEG have been placed onboard to protect Powell and his delegates and the citizens onboard as they must cross close to Shildonian International waters and through Their fishing waters. Any Exetonian, or any nation aligned with Exetonia, flagged vessel carrying military personel or equipment will be considered to be a military vessel, and if said troop ship appears to be heading towards Shildonian territory, it will be considered to be preparing to launch an invasion. As such we will be forced to take action to prevent such an invasion from occurring.
Pegasus-class Fighter\Bombers have been placed on 5 minute alert to begin sorties against any such troop ship using whatever ordanance their unit commanders deem fit to use. In addition, the PRSS Valaeria and her escorts have been launched from their home-port in Glaxachtville to help defend the western coast of Shildonia against any invasion. The PRSS Indefatigable and her escorts have been similarly deployed to guard our southern coast line.
We are also preparing our fortifications along suspected landing sites, including laying minefields and calling up reservists.

Are you crazy?! I hope you're not thumbing your nose at Shildonia, because something might go wrong; a pilot might 'accidently' drop a bomb, or a torpedo might be accidently launched, and the next think you know, your ship is sinking and you will have to abandon ship. A small Guided Missile destroyer will be sent 500 km from Shildonian shore, in international waters, to monitor events and to aid you in case something happens. Just stop worrying me. Esamopia has some sort of international court (although it has been rarely used.)

We would be more than happy to help both nations settle their dispute, although we must mention that our rulings will be non-binding if both parties do not agree to make the decisions binding. This would still help whatever nation that wins by giving it a "moral" mandate to do whatever it must to enforce the decision.

If both nations are willing to participate in this non-binding court, then we would be happy to hear opening statements from the nation issuing the complaint.

Aboard the PRSS Tetra (Titan-class SSN), off the coast of Shildonia

"Cap'n, we've got incoming traffic from CINCSUBSHIL" said the Communications Officer.
"Let's see it" replied Captain Marshall. He quickly read through the message. "Conn, set course for these coordinates, we need to be there in 35 minutes. Weaps, load a single Harpoon into VLS tube number 1. Program in these waypoints" he hands over the message.
"Sir, this is targetted for the mainland, do we use a dummy warhead?" asked the Weaps Officer.
"Read the message, son. It says we are to partake in a live fire excercise to test out some new missile defence system"
"Aye, Sir, laying in waypoints now."

35 minutes later

"Harpoon is ready for launch Cap'n", announced the Weaps Officer
"Roger that Weaps. Conn, bring us to launch depth." replied Captain Marshall. Suddenly the interphone crackled into life. "Conn, Sonar, we're picking up traffic approximately half a mile to Starboard. It sounds like a cruise ship. Reccomend we delay launch until the area is clear."
"Negative Sonar, our orders are very specific. We launch now"
The submarine shuddered slightly as the missile was launched. "The missile is away Cap'n"
"Roger that Weaps. Conn, take us back down to 400 feet"

Aboard a Nimrod maritime reconnaisance plane, several miles to the East

A young radar operator stared intently at his screen. The Exetonian cruise liner was moving along its declared course, and didn't seem to be heading any closer to his homeland. Suddenly, a small, fast moving contact appeared. "Sir, that cruise ship has launched a missile. It appears to be heading for the mainland" he shouted.
"Let me see that", replied the Commanding Officer, pushing the young SubLieutenant out of the way. Sure enough, there was a missile streaking along at close to the speed of sound. The CO picked up a phone and dialled the number for the nearest airbase. "This is flight Alpha One Niner, we have detected a missile launch. It appears to have come from the Exetonia. I'm relaying the tapes of the incident now."
"Roger that Alpha One Niner", replied Wing Commander Hercus "is there any chance it could have been launched from another vessel?"
"Negative, it's the only ship in the area. You'll be able to see for yourself on the radar tapes"
"Thanks for the heads-up Alpha One Niner. Out"

Wing Commander Hercus picked up the hotline to the Alert Crew Ready Room. "Crews, man your aircraft. We have reason to believe the Exetonians have launched a missile strike against our Motherland. Once airbourne you will be directed to the target by a Nimrod patrol. This is not a drill." he paused for a moment, then added "Good luck, and good hunting"

While the Pegasi were undergoing final pre-flight checks, a communiqué was sent to the ECS Exetonia. It read: "To the Commanding Officer of the ECS Exetonia. We have detected a missile launch close to your position. You are hereby ordered to power down your weapons systems and await a boarding party. Failure to comply will result in your destruction.
Shildonian Naval Command

Five minutes later, two Pegasi class fighter\bombers were streaking down the runway. Standard doctrine for a raid of this type was to remain at low altitude, and to keep the aircrafts radar switched off, relying on the Nimrod to guide them in.

We will power down however, we will not allow a Shildonian inspection of our vessel. That weapon was not fired by us. This is a civilian cruise ship with no firing capabilities. We would like a nation that has nothing to do with this political problem to investigate our vessel with you. Powell out. We await your response

"What?! A missile? But what happened?" Commander George Moniz asked.

"Things are a bit confusing, but it seems a missile has been launched near it, and it is saying that Shildonia blames it for the launch!"

"Damn! What a way to start a war! Helmsman, full steam ahead towards that ship! Comms, send that message to the President. We need help!"

The destroyer picked up steam, and raced for the cruise ship. It sent a reply to the message:
"Cruise ship Exetonia, what's your situation?"

From the Attican Second Battle group in Talaaxian Waters, one of the Iowa Dreadnaughts seperates from the group to meet the distressed ship.

I recently returned home from the Exetonian mission, when I recieved some disturbing news. It seems that the Presidental cruise ship Exetonia sent a distress signal .

"Does not sound good." I said to myself. "What should I do? My Defense Department just gave orders for a new carrier to be built, but it won't be here for a while. Perhaps my battleship task force should do."

It is a task force that just finished up war games, and has now been sent to monitor events elsewhere. It'll tick off Admiral Swenson, but orders are orders. I sent off orders for the task force to change direction towards the crisis area. It will arrive in the area within a day or two, i believe. I also sent Naruto and Akira a message explaining the situation. Akira probably won't send anything, but i know Naruto will, being the hotheaded Hokage he is...

OOC: I'll post that last all-channels message on the International forum, Exetonia, see about getting some responses.

If both sides are interested, the Argyri navy will send 2 carrier task forces to patrol the area and maintain a secure border until diplomatic efforts can be started.

PLease note that Argyri forces will not be intervening in any conflict, and any hostile action will be treated as a an act of war. Hopefully we will be able to resolve these hostilities with a minimal loss of life.

OOC: As CS said, I doubt my carrier task force will arrive in time, so do not expect it to make a real difference unless Shildonia agrees to wait.

We will allow boarding but not of any shildonians. While we appreciate you are acting in the best possible intentions, parking a Carrier group less than 50 miles off our coast is hardly a friendly act. If you must send a force, we would appreciate if it were not a force capable of striking against our homeland.
We ask you to understand the situation here, this "cruise liner" appears to be a military vessel, complete with armed troops and missiles, and it is masquarading as a civillian. This vessel represents a clear and present danger to our national security, as well as to other peaceful and law abiding nations. Who else will the Exetonians fire on? Perhaps the next time they strike it will be with the nuclear weapons they are developing, perhaps they will fire on your homeland.

One of our sattelites was passing over the area you were pondering about earlier. It normally takes pictures of every 2km in a given area, say 200km squared. It was passing over the area near Shildonia, when we picked up something very small but warm on the thermal scanner. It seems, people, to be a submarine, on the surface, or near surface.

The satellite took a single picture, so we could not see a missile fired. We thought you might want to know.

IC: The RAS Nidri and RAS Athena (both Estafania class destroyers) are nearing the area and are prepared to escort the inspectors to the Exetonian ship. In addition, we have moved a carrier task force towards the region to defend our forces if they are fired upon.

It had now been several hours and the Shildonian envoy was still quite a way off. Powell, looked disturbed. This was the first crisis his nation had ever faced and he knew, that many international wars had broken out over much much less. He also knew that even with his allies, there was no way he could beat Shildonia. He decided to take a walk around the promenade and meet some civilians. An EEG officer moved to follow but Powell moved him off. He had his recorder on him.

After several minutes of walking, Powell came accross some civilians and greeted them. It was heart wrenching. many of them had the fear of God in there eyes but there was one that took his eye particullarly. It was the 5 year old daughter of a family on tehre first ever holiday. She was hugging her teddybear and crying whilst rocking back and forth. The Father stepped forward, bowed and told Powell why his daughter was crying. Powell took a seat and pressed record.

Zalbas will back Extonia in this conflict, as we feel that firing a missle in international waters goes against every treaty there ever was, is, or will be. The ship is masquerading as a civilian vessel, and there may be some civilians aboard who are being used as human shields. However, the safety of our own peoples is the highest priority for our Government, and as long as that ship remains afloat it represents a threat to our nation, and to our allies. Therefore the High Chairman has come to the decision to order the brave pilots of the Shildonian Flying Corps to destroy the vessel to prevent it from launching another attack against our homeland.
Further strikes will be ordered against any vessel acting suspicously within our exclusive economic zone, and so we request that any vessel carrying the flag Exetonian flag, or any of Exetonias allies leave that zone immediately. The two Pegasi dropped to 70 feet above the sea, and accelerated to Mach 1. As soon as they were within range of the target, each Pegasus dropped a single Harpoon, then rolled away and headed back towards the mainland, where a tanker would meet them to allow them to refuel.

100 miles East. Shildonian Flying Corps Strategic Bomber Base Whisky Zulu 29

Two Vulcan-class heavy bomber sat in their hanger, the center of activity. Forklift trucks were scurrying around them, carrying munitions. A group of mechanics were fixing Harpoon anti-ship missiles to pylons beneath the Vulcans wings. Each aircraft was capable of carrying eight of the missiles.
A few hundred feet away, their crews were being briefed on their mission. A large TV screen displayed the west coast of Shildonia, with various symbols representing hostile and friendly vessels. The primary target for this mission was the Knight Justice, followed by any targets of opertunity that may present themselves.

On the other side of the base, a similar scene was unfolding, only this time the aircraft being prepped for launch were Vampire-class stealth bombers. Three of the aircraft were being loaded with bunker busting bombs, for use against Exetonian airfields, and a further two Vampires were being loaded with the same bombs for use against a large underground facility suspected of being the center of the Exetonian nuclear research program.
Although these aircraft would be launched immediately, they would hopefully not be required to carry out their mission. Surely the Exetonians would see sense and back down before they arrived. Wouldn't they?

"SIR!!! Fast moving targets heading towards us!" the radar officer screamed.

"SHIT! Open fire on those targets, NOW!" The commander raged. "All sailors, man your battle stations!! This is not a drill, repeat, not a drill!! Send a message, on all open channels, the Internet, everything!
'Exetonian and Coredian craft under attack by Shildonian aircraft!! Send help immediately!!' Send another one to the President, 'We are under attack by hostile forces, repeat, we are under attack!'"

Antimissile batteries fired to try and meet up with the missiles, exploding one (OOC: Is this okay?). A couple SAMs lit off to try and intercept the aircraft. Now it remains to be seen if the remaining harpoons would hit. We are at war against a terrorist nation.

Our destroyers are still en route to cover inspections of the ships. Will you halt your attack in order for peace to be maintained? If you continue your attack, we will not intervene on the side of Exetonia, but we would greatly regret the lost opportunity to avoid needless bloodshed.

My ships will not fire upon your attackers, we are strictly neutral, however much we may dislike the idea of Shildonia firing first.

OOC: I'll be out at about 7 PST, and will be busy for at least 2-3 hours...so if Shildonia does attack, consider my ships to have withdrawn to a safe distance. If the situation remains the same, they are still on their way to escort the inspectors.

The two Vulcans banked steeply as soon as their weapons had been fired and began heading away from the Knight Justice. As the sea was fairly smooth, their pilots lowered their altitude to a mere 40 feet above the cold Shildonian Sea. Slightly below the main cabin, the Countermeasures officers acivated their sophisticated jamming suites in an attempt to avoid enemy anti-aircraft missiles. In case the missiles were able to overpower the jammers, each Vulcan carried bundles of chaff and flares to use as a last resort.
Despite all the techno-wizardry aboard, the best way to avoid the missiles was to get out of the way, and so the pilots pushed the throttles fully forward, enabling the Vulcans to reach speeds of over 650mph.

In the interests of peaceful cooperation, we will launch no further attacks, unless in self-defence. We appreciate your non-interventionist stance, as we take these actions only to ensure our security, and have no quarrel with your government or peoples.

Exetonia: The events following the attack shouldn't have taken place until I'd had chance to respond. Besides, it's unlikely that the attack would have failed unless your cruise ship is stealthy, or carries countermeasures of some sort, both of which are somewhat contrary to your claims of being a non-military vessel.

Two of the bombs were damaged in the explosions and fail to detonate. A third slavishly follows its guidance system to its preprogrammed landing point, not knowing that the carrier had now moved away from that point. The final bomb looks as though it will hit, but falls just behind the stern. The PRSS Hysperia shuddered slightly as the bomb detonated close by.
Damage control parties immediatly began to search for damage. They quickly find that one of the Hysperia's propellers has been damaged, reducing her top speed to less than 20knots. Finally, 5 Vampires, each carrying 16 2000lb bombs, have been sent to attempt to crater the runways at airfields in FPC. These too shall be flying at low altitude.

Yup, SM-2s go past the speed of sound, and I believe those are the standard SAMs on all destroyers. They have been know to take down ballastic missiles. I believe your Vikings won't be able to get away. Post losses, please.

Not only is it possible to travel at those speeds at 40 feet, it is possible to travel at those speeds at 0 feet. Might I direct your attention towards the Thrust SSC (http://news.bbc.co.uk/1/hi/sci/tech/18592.stm).

Also I direct your attention to Air Combat Collection, Issue #1, which states that: "The highly loaded swing wing of the Tornado provides a rock-steady ride at high speed and low altitude".

I also direct your attention to the book Tornado Down, by RAF Flight Lieutenants John Peters and John Nichols (Gulf War veterans and former Tornado pilots), which says that, "The Tornado was doing 540 knots fifty feet above the desert", and "Rocketing along at 500 miles per hour at 100 feet"

As Exetonia has declared he is making a new thread, I will use this to continue my previous statement:

Shildonia has had the nerve to declare that I am responsible for this thread deteriorating. Let me remind you, that if you had not ignored me INSIDE this thread (as you have never declared that you IGNORED me in another one), we would have never been arguing. I guess that sending a single battleship to respond to a distress call is more godmoddy then having a fighter that can travel at super-high altitudes off of carriers while having external armament, and still have high ratings of stealth, and when that is brought into question begin changing your story by stating they are internal weapons, but even then are completely invisible to radar.

So how is this MY fault, if Shildonia had RPed correctly in the first place by not ignoring people for absolutely no reason at all?
