Wiring money is just theoretical really, you say the phrase when you're making a purchase (provided of course you can actually afford it!) and it's assumed that you've paid for the items you wanted.
Long budget explanation:
To find out if you can afford something, we usually use the GDP calculator, which you can find here (I've set it up for your nation):

Your national budget is what people seem to use for purchases. Take the national budget number and from it take the percantage of the budget you plan to spend on defense (good numbers vary but 5-10 is probably good when you're starting out).
So with that number in mind, as long as you keep your purchase within the military budget, you're golden.
Short budget explanation:
Just keep it realistic and use RL countries as a model. As long as you're not making outrageous purchases you won't get people scrutinizing your math.
OOC: Thanks for the help, thats how I figured it worked, but I wanted to check before I tried to buy anything. I have found that GDP calculator already and I have my percentage for military spending at 15% (I read in another post that 15 was about right) but I'll probably lower it sense I am a newer nation. Its just that I can't wait to get my hands on one of those missile submarines. :D
