the temporary philopolis constitution

the philopolis parliament has ratified a temporary constitution until a final copy can be passed.

(ooc: do not steal any content!)

Preamble
the philopolian people hereby declare the nation of philopolis, in the best interest of freedom, to be independant and free from any foreign power. may it be a self governing, prospering nation of peace.

Section A

Article I
the official language of the imperial republic shall be english
the national anthem of the imperial republic shall be "love and peace"
the motto of the imperial republic shall be "the necessity of evil is for good people to do nothing"
Philopolis shall view all of it's citizens equally despite gender, race, religion, sexual orientation, political affiliation, wealth or age.

Article II
no person(s), under any circumstances, may; purposely take the life of any human or animal (unless it is a legal punishment issued by the judiciary, an act of euthanasia or is an enemy of the country), attack someone incapable of fighting back equally or proselytize his/her religion on someone unwilling to convert. this includes denouncing other religions.

Article III
any legal philopolis citizen may vote and/or run for governmental positions

Article IV
ceremonial titles of nobility are to be of cosmetic value only and does make that person anymore special than someone who does not have a title. the emperor must "crown" the recievant in an official ceremony.

Section B

Article V
the executive branch is to consist of the emperor, the prime minister and the imperial council

Article VI
the emperor will be elected for life unless he/she resigns or is impeached by the judgemaster. each minister and prime minister are to stay in power until the emperor dies, resigns, is impeached. each minister may resign if he/she wishes. each minister may also be removed from power by the prime minister. if a minister resigns, a new one will be appointed by the prime minister to take the place.

Article VII
upon an emperor's death, the tête de sénat and the lawmaster are to run for the position of emperor. after which each has a 3 month deadline to gain as much votes as possible. if any one of them does not decide to run, he/she may appoint someone from there house to run in their place.

Article VIII
one running for position of emperor must appoint a prime minister and ten ministers to form the philopolis imperial council. the imperial council is to consist of ten chambers; agriculture, animal rights, civil rights, communication, economy, energy, foreign affairs, health, defence and transportation

Section C

Article IX
parliament shall consist of the senate and the constitutional assembly

Article X
senate shall consist of five-hundred seats. senate's job is to create laws and represent the philopolian citizens.
a senator shall be elected every fourth year and there shall be no limit on the terms he/she may serve. the senator who recieves the most votes during his/her campaign is to become the tête de sénat, leader of the senate. if two or more senators tie, the senator with the second most votes becomes tête de sénat and so forth.

Article XI
the constitutional assemby is to consist of four consuls from each region of philopolis. the constitutional assembly is to examine and compare the philopolis constitution to bills passed by the senate and decide if they are unconstitutional. a consul shall be elected every fifth year and there shall be no limit on the terms he/she may serve. the consul who recieves the most votes during his/her campaign is to become the lawmaster, highest position of parliament. if two or more consuls tie, the consul with the second most votes becomes lawmaster and so forth. the lawmaster shall weild the power to change the constituion, on approval by the senate, emperor and prime minister.

Section D

ArticleXII
the judiciary is to consist of the court of deities, local courts and the police force

Article XIII
the court of deities shall be the highest court and consist of twelve judges and the judgemaster. the court of deities will try cases that challenge the constitution.

Article XIV
a low judge (city judge) shall be elected every sixth year by their city government and there shall be no limit on the number of terms a low judge may serve.

Article XV
a high judge (deity court judge) will be elected every eighth year by the nation and there shall be no limit on the number of terms a high judge may serve. a city will voluntarily nominate their judge for a seat in the court of deities and the nation will vote on it. the high judge who recieved the most votes during his/her campaign is to become the judgemaster, highest position of the judiciary. if two or more high judges tie. the high judge with the second most votes becomes judgemaster and so forth. the judgemaster is to be the official judge of cases brought forth to the court of deities.

Article XVI
the police force is to be the final body of the judiciary. in times of war, the police force will report to the chamber of defence and shall become "the national gendarmery"


the lawmaster has said "the senate is currently working with the constitutional assembly to write a final version of the constitution and expected to be complete by saturday evening." even then, the whole process could tae up to aweek as our emperor must review and ratify it.
