Everyone assumes "annex" means "invade", but back in the middle ages small nations often voluntarily became annexed by larger nations for protection. Basically, they retained most of their individuality, and just payed tribute and assisted in raising troups for the army, in exchange for protection from invasion. The larger nation was sometimes said to have "guaranteed the borders" of the smaller one - in other words, if the smaller one was invaded, the larger one acted as if [i]they had been, and retaliated in kind.))

The Empire still has plans to give the goahead for military action against these nations, until such ime as they are gone from the face of the Earth.
It is not hypocrisy. Slavery and the right to self-determination are two distinct issues.
We recognize their right to determine their internal issues and will provide them with the necessary assistance to do so.
What they do with their sovereignty is not of concern to us.
