To the nations of the international community,
It is with great pride and some regret to inform you that the United States of Stapestry has been annexed by the United States of Credonia. The former Stapestry government run under a socialistic democracy has turned over all power and control of the country to Credonia following a nulcer attack by a score of other nations. Estimates are coming in that out of a population of roughly six million people, all but 105,000 lost their died. Credonia is currently in the process of sending humanitarian aid to the cotizens of its new territory. In addition, the democratic socialist government is being slowly replaced by an Inoffensive Centrist Democracy that mirrors the USC government.

Despite Credonia's capability to support a nation, we request assistance supplying humanitarian aid to restore Stapestry to it pre-war state. Credonia denies any request from foreign nations to send in peacekeping troops unless. Allies of Credonia may, however, send the in without authorization. This is because Credonia is maintaining a reasonablly sized military force which consists of the followig forces:

10,000 Special Operations Forces
150,000 Marine Infantry Troops
1000 T-64 tanks
25 B-52 Stratofortress Bombers
300 Alpha Fighter's
150 F-14 Ultra Tomcat's
50 J1 Quaker Tanks
2 SSN Los Angeles Class Attack Submarines
1 Wasp Class Amphibious Assult Carrier

More will be deployed as needed. We request things such as money, food supplies, any form of medical aid, constructon materials, etc. Any nation that contributes a considerable amount of aid to the rebuilding of Stapestry will be considered a friend and/or depending on if Credonia has backed your nation in other conflicts in the past, an ally. MESSAGE FROM THE PRESIDENT OF THE COMMONWEALTH OF BOA VISTA

The President of the Commonwealth, under the powers entrusted in him as the Executive Admiral of the Commonwealth Armed Forces, is invoking the Credonia-Boa Vista Alliance Treaty and is sending in 10,000 peacekeepers into Stapestry. In addition, the Commonwealth Government is sending a group of 100 engineers to aid in rebuilding. The Radioactive Abatement Team "Oporto" is not on Condition 1 (In Action Status) and is in Stapestry to help clean up the radiation that remains.

In addition, the Commonwealth Government is providing tons of medical, construction, sanitary, and dietary supplies for the nation. Also, 10 million dollars have been wired to the Credonian National Reserves for all reconstruction costs.

Finally, the Commonwealth Government is proposing the following plan for the new government of Stapestry:

1. Credonia shall appoint a governor-general to represent the Credonian Government in Stapestry. He/she shall have a ceremonial role in the government.

2. Credonia shall control all foreign affairs for Stapestry.

3. A locally elected chancellor shall run local governmental affairs. He/she will be chosen by popular vote.

4. A regional parliament will be formed, members will be elected by popular vote.

5. A certain amount of seats in the Credonian Parliament will be reserved for Stapestry representatives.

6. Stapestry will follow the Credonian Law Codes. The Supreme Court of Credonia will also be the Supreme Court of Stapestry.

7. Defense affairs shall be split by Credonia and Stapestry evenly. The Military High Command for Stapestry will be called Regional Armed Forces Command and will consist of 10 members, 5 for Credonia and 5 for Stapestry.

8. Boa Vista has the right to name 2 norminal members to the Regional Armed Forces Command. They cannot vote on matters but they can debate freely on matters.

9. All armed forces expenses will be split evenly between Credonia and Stapestry. Boa Vista has the right to contribute up to 20% of the total expenses.

10. The army shall be called Joint Defensive Forces.

11. The plan will go into effect after popular approval in Stapestry.

12. The people of Stapestry have the right to review the system every 5 years. A majority vote is required to keep the system.

13. The people of Stapestry also have the right to give their review voting rights and keep the system for good. A majority vote is required for this to happen.

14. If the population rejects the system, a group of 18 members (6 each for Credonia, Stapestry and Boa Vista) will draw up a new system. A majority vote is required for the new system to go into effect.

We hope the above support and proposal will guide the people of Stapestry back to prosperity.
