Overview at a glance:

The SCM-1 is arguably the worlds most advanced cruise missile design. Coated with a special RAM (Radar absorbent Material) the SCM-1 is nearly invisible to advanced current-generation radar. It's maximum cruising speed of mach 2.5 reduces any sort of reaction time an alerted enemy might have. Compatible with standard high-explosive, nuclear, chemical, or biological warheads the SCM-1 can be utilized in the tactical or strategic role.

STATS:

Length: 22 Feet 3 inches with onboard booster rocket.
Diameter: 22 Inches
Weight: 3,900 pounds depending on warhead configuration.
Speed: Variable depending on mission role, max cruising speed mach 2.5
Range: 1,900-2,200 miles depending on warhead configuration and speed settings.
Power Plant: F-122 Ramjet with integrated rocket booster.
Warhead: 1,200 pound conventional high explosive or shaped charge, Variable yield nuclear warhead, 1,000 pound chemical/biological warhead, or 1,000 pound bomblet (Cluster) dispenser.

RAM (Radar Absorbent Material):
Type: RAM-2
Overview: The specially developed RAM-2 material allows the SCM-1 to approach within 1-2 miles before being detected by most current model radars. While on trials the prototype SCM-1 was able to get to its assigned target without any defensive action being taken by the enemy. Due to its high speed and stealth characteristics the SCM-1 is an excellent anti-shipping missile due to its ability to approach an enemy vessel without detection and hit the target.

Seeker Head/Guidance platforms:
Type: W-232 multimode seeker head combining Infrared, Radar, GPS, and terrain following (In land attack mode) into one guidance package. The onboard computer is able to filter out Radar jamming and most chaff interference while the onboard Infrared seeker is able to differentiate between decoy flares and the genuine heat signature of the target. In every trail run the SCM-1 was able to penetrate the strongest radar jammers and decoys to strike the true target. Barring malfunction we have determined that the SCM-1 is 98.9% reliable in destroying its assigned target.

Launching platforms:

Sea, Air, Land (SAL systems integration)

SEA: Most submarine/surface ship platforms are capable of launching the SCM-1 with little modification to existing guidance and control systems.

AIR: With standardized mounting brackets and guidance computers the SCM-1 can be launched from any NATO standard aircraft, or with some modification any series Russian aircraft.

LAND: Unfortunately launching the SCM-1 from any mobile vehicle requires the separate purchase of the TLV (Tracked Launching Vehicle), but we feel that this is a minor deficiency as 95% of all SCM-1 launches will originate from Sea/Air platforms.


PRICE:

SEA LAUNCHED SCM-1-N: $600,000 per unit USD
AIR LAUNCHED SCM-1-A: $500,000 per unit USD
LAND LAUNCHED SCM-1-L: $700,000 per unit USD (Plus 1.2 million per TLV)

At this time due to limited production runs we can only sell 10 units to each customer with a 6-8 month time period between order and delivery. We would like to purchase production rights to the design, failing that we would like to purchase ten, followed by another 3,500 as they become availible. We are willing to pay in cash, or gold bullion, whatever's easier.

As far as I am aware no cruise missile is coated in a RAM material. While cruising over the wavetops (below the radar horizon) is inherently stealthy the inbound unit is usually detected 20 or so miles away giving quite a bit of reaction time for the defending ship.

The SCM-1 is completely coated in RAM material and detection is almost impossible until the unit reaches 1-2 miles from its target. By then only seconds remain and its too late to activate any point defenses. During the final few seconds the unit also engages a series of erratic maneuvers designed to confuse any point defense in case detection of the unit is made at a greater distance. Combined with a nuclear warhead this allows any nation to conduct a first strike without the possibility of retaliation.

As far as license/production rights we are willing to consider allowing foreign nations to produce the design domestically. We will sell the design for 300 million dollars plus a $10,000 fee per unit produced. We do require that our design team be present in your country to oversea the production process. Wire transfer is the only acceptable payment method.

We can cease royalty payments after 2 years of initial production. Additionally, if we experiance backorders that we cannot reasonably fill we will also refer potential customers to you so demand can be met...for a 5% finders fee of course.

OOC: Actually... Autonomous City States is right... It's not anything new for NS. A decent accomplishment, but not that new.

IC:
We would like to congradulate United Rohan on their accomplishment. One of our earliest accomplishments in the field of stealth was the Crossbow Stealth Land Attack Missile, and the experience from the design and construction of that weapon was invaluable. Hopefully it will be likewise for United Rohan.
