First off this isn't godmoddish. Reflecting on it, I can think of several ways to get around it, both using sophisticated weaponry and other, more crude, methods.

Godmodding is:

Nation 1: "I fire three tactical nuclear warheads at your defense department building"
Nation 2 (Godmodder): "hahahahha. j00 mi553d coz 1 @m 133+. LOL!!1!"

TransNet is simply a very advanced defensive system. Allusions can be made between it and Reagan's proposed "Star Wars" system. While this was impractical for the time, TransNet is just slightly ahead of it's time. As Transylpulistan has no military for offensive purposes, all military funding goes to defense. Essentially, we are allowed to double fund our defensive measures, while other nations are concerned with both defense and offense. The details are classified, but it does exist.

A technology seeming unbelievable is no reason to doubt it's existence. Think back to Gulf War I when the Iraqi army was in disbelief that airplanes could approach with no warning. While Stealth technology is unbelievable, it is real.

In regard to alternatives for peace, TransNet is a last resort system. All means of diplomacy will be utilized to preserve peace. TransNet exists to prevent attacks should some rogue nation eschew the recognized diplomatic steps.
