Dont, you are tiny and will become dirt if you declare war and anyone larger than you.
If, you dod decide to go to war, you just declare your reason for war to the opposing nation, and say you deployed forces. make your numbers and tech realistic or you will be ignore cannoned(c).

to declare war on another nation, you MUST have a good reason for it. It can't be because of OOC reasons or anything like that or you will probably be ignored by most of the respected nations here. I respect that you asked someone before you actually did it. To declare war on someone, you just say, "I declare war on *fill in the blank* and the reasons why you are doing it. Also, the sticky threads can help you a lot.
