Check out the numerous stickies and things. Lots of them tell you how to fight wars. And get nukes. There are alot of storefront threads where you can buy things. Try not to spend more money than a young nation has, because then, you would be IGNORED :(

PSS It is also good to lie low for a while and watch other experienced players with out getting involved for a while. THen, you can tell what is good RPing and bad RPing. There is also a thing called Roleplay University. Ask the nation Wolfish about this if you are interested.
