I am kinda for it but, than again not for some reasons.
Yes because they have no future, and they better join the army to fight for their country.

All orphans in Aelosia are sent to one of our fleets, where they receive the proper education and care. Most of them join the navy, of course, but it's not compulsory.

The reason they have no future is because the government/society abandones them. They should be given education and a home, not press ganged in to military service.
In Langham, orphans are drafted into the Langham Marine Corps. The Langham Marine Corps. is a brotherhood and considers themselves family, so the orphans then believe they have a family with the other Marines.
They could make perfect soldiers.

I see your points, their a mine of labor, but you shold first educate them and see if the could prove useful to the tech department.
