Good lord, Sep-Oct nations are the biggest n00bs I've ever come across. You do not have that many WMD's, so far you've issued no reasons for using the WMD's that you don't have, and using WMD's as a first strike is a sign of a seriously poor RPer and will cause older nations to annex you quite quickly.
