I Don't think the Godmodding statement was about whether he could send operatives, but whether they could successfully infiltrate and cause defections. That needs to be RP'd by mutual consent, not just posted to a board.

OOC: Personally, I feel that using spies is the same as making an attack on a nation. So it could (I’m not saying it has to) go like this:
Spy Nation: OOC & IC - We are sending 10 highly trained cells composing of 3 spies each into your nation. They will attempt to enter your nation in this fashion [explain in detail, or his action will be easier in his reply] avoiding these locations and hiding using these identities and active camo.
Defending Nation: OOC - We have had no warning of possible spying attempts so we are not searching for spies as hard as we could, however some of them were caught and detained by roving patrols of our boarders, 8 teams make it into our nation.
IC: Blah blah blah, we have captured men entering our boarder, damn illegal immigrants blah blah blah…
Spy Nation: We attempt to learn about military operations within your nation using by hanging around bars and talking to military veterans…
OK, it’s not perfect, but you get the idea… you can either do it like an attack and use turn based system to avoid capture, however you would need a lot of information otherwise it can be assumed that your people didn’t look into the things they needed to know and were captured.
Alternatively, you could work it out in telegram with the nation and start a serious spy RP that way… this is the best way, but few nations work together like that…

OOC: of course there is the fact that it is hard to stop infiltrators entering the country. i would assume that any country (even if they have a super powerful counter intellgence corps ie the KGB with CIA money and tech) will be largely infiltrated by agents of other nations, but as to wether those infiltrators are of any use is another matter.
The whole point of embassies etc are as intellegence bases (OK so not really but they have moved to that sort of sphere these days) and you will know they are involved in intellgence gathering, you might even indentify the section head and have the resources to follow them 24/7 and arrest anyone they bump into (but then you are talking a security agency with a budget that totally obscures even your paranoidly overfunded military).

In that case Ignore him. Becuase that would be like claiming damage.
IMHO everyone and everything that orginated in your nation is controlled by you, the player. For someone to claim they have your people supporting him would be a god mode. However if he spends time in your nation trying to get support (has to be RPed well) then he can ask you if he has made any friends, the problem with this though is it makes his men easier to trace.
Basically, it would work better if he contacted you can worked it all out, but in the end you can ignore him for not doing things right. I would.

Safe houses are possibly likely (after all would you start anything without some established location), local support, difficult that one, but there are always some loonies or money grabbers and some of your recent actions are bound to have alienated some of your populance who might be receptive to aiding outside force.
Of course his final claims could be seen as propaganda and an attempt at misdirection.
but yes it is probabaly best ignored.
