As required by the constitution of Kahta a contract is up for bid for the facilities and security of prisoners numbering 1,500,000

EDIT: It can be more than one building/compound but it must be in Kahta

The submitted contract must meet the following requirements
1. Secure housing to prevent escapes
2. 3 meals a day consisting of a total of 2,000 calories per day
3. Access to a library with limited, monitored internet access
4. Room to expand at 5% per year.
5. Non-violent prisoners will be kept away from violent prisoners
6. Guards must have work visas if not from Kahta, and must be paid a fair wage.
7. If prisoners are hired, they must be paid the median rate per hour for the field of work that they are in
8. Prisoners, when working must be working within the regulations determined by the government by Kahta in Congress Resolution #32.
9. Changes to the contract must be approved by the Congress of Kahta with at least 60% approving.

We would like to obtain this contract. We will make a 147$ million dollar facility, which is based on the Ebony Islander main federal prison, which is very similar to the one you described, although we will modify it to meet every criterion you described.

If I buy the prisons does that mean you won't brutally murder your prisoners anymore?

The compound will be fairly large with the main building set up as a castle keep would have been. This "keep" will be built of 10 foot thick concrete walls, with a 2 foot thick layer of bricks. It will be peppered with windows for each individual cell (one 1.5 foot by 1.5 foot for each cell). The mess hall, numbering some 12 in total (this prison can hold some 4.6 million inmates, as I said its fairly large) will have 1 large window, barred, just like the cell windows but will also have two inlets for your machine gunners (or gaurds, w/e) to kill any escapees who use the window to escape. The inlets will only be accesseble through a staircase which comes from the prison commander's room on the second floor of the keep. The keep will be topped with a concrete/brick/mortar/wood ceiling and roof, fire proof and set up with infra red alarm systems to avoid a break through the top.

The keep is basically unescable since the doorways are supposed to be gaurded from 6 A.M. to 10 P.M. and after that time an alarm system of infra red lights supplemented with a temperature change and sound alarm will be turned on after and before those times.

The keep will be sorrounded by blockhouses where up to 200 inmates per blockhouse could reside. About 3.2 million of the inmates will live in the blockhouses and this covers some 100 square acres.

Sorrounding all of this will be a massive 100 foot thick concrete wall with bastions every 10 yards with machine gun posts and rifle men gaurd houses. Every 100 yards there will be a chopper pad outside the walls, as well as parking house for water tanks, etc...

Prisoner Accomadations:

10 libraries, each with over 30,000 books each ranging from fiction to history and from science to mathamatics. They will also hold some 200,000 computers in total, Athlon 64 bit processers, T3 lines. It will be restrictied by the head of the prison or his cronies.

30 weight rooms and 40 gyms will also be installed as well as a stalled restroom.

We propose to build 4 prisons each no less than 400miles away from each other and no closer that 100miles from each major city and no closer than 50miles from each Class 1-4 towns. The proposed bid from The Sultanate is to build prisons just as we do. TG me if you are interested in a specs list.

The vents are a potential escape vault thus my workers have been instructed to add a laser guided detector and a sudden temperature change detector (the temp. of the vents at all times will stay between 70 and 90 degrees).

We propose to build a special facility on a very isolated island were the prisoners will labour all day producing weapons and on another island ammunition.

The walls will be solid lacerium clerateron alloy 3 metres thick guards will be on constant patrol 24-7 if the prisoners manage to escape(Yeah right)they will have to face the vicious predators that patrol the barren desert and after that they have to swim over a thousand kilometres to the nearest land through predator infested waters.

The doors will be the same alloy as the walls with a motion and pressure detector vents will be installed with motion/pressure/temperature detectors the slightest change will set alarms of and the vents will slam shut suffocating the prisoner.

Cameras will be installed with guns and the prisoners will be installed with micro chips that give out signals as to their location if one is outside their cell outside of perimetres they will be shot or hunted down.

Gas ejectors will be in every room to kill or stun troublemakers.
