After a very long period of peace, loyalists of the old Plourty dictatorship have taken action. They bombed a government building, and ran down the block. Somehow they got into the congessional building and have taken members hostage. We need help in this crisis!
"We have recieved notice of hostages."
"Send them 5 canisters of knock-out gas"

Put these in the building, and everyone will be knocked out for a day or two. It's perfectly safe though. Or you can shoot them through a window, or send in with a robot.
