Whatever laws there are, you can't effect or change. Yet the laws are not restrictive and allow you to live as you want.

Nope, they're not interconnected. Well.. in RL, they are more linked to each other, since the more say the popular will has in the government, the less likely said government is to oppress them. Of course, there can always be theoretical exceptions. An absolute dictator could, theoretically, grant his people complete freedom to live their lives as they please and have full freedom of thought and conscience. (Of course, that would be silly on his part; if people can demand change, they probably will). On the other hand, an elected government could oppress its people with harsh legislation or police crackdowns. Hell, Pakistan has an elected parliament, but they're not exactly a model state in terms of civil rights.
