That means public beatings, public executions and even torturing. That might keep you all in line...."

Meh… what can I do, it’s your nation and you can torture your people if you think it will do any good. Personally I make morality part of education… as well as a large amount of discipline. Thing is, once they leave school we always have a well-adjusted citizen who is willing to serve their time in the military for the compulsory two years minimum.

Iuthia has almost no crime and is the 450th happiest nation in NationStates (UN Survey). I think giving them harsher punishment will just make the people a little more annoyed, you should really be aiming for the routes of the problem.
