:idea: Project one: Orbital EMP Shockwave Weapons Platform
The need to keep up with the war market has led Pergatorian scientists to develop radical technologies to test and employ against their enemies. With such little quantities of money going towards weapons research and most all of it towards the funding and purchase of proven and existing technologies for the recent war against Yarrum, there has been a recent uproar for the needs of weapons contractors and manufacturers.
Old research has been dug up in Pergatorian labs done on the effect of electro-magnetic pulse shockwaves, or EMP shockwaves and their implications as a military weapon.
The EMP shockwave functions on a standard wavelength, different to the electrical signal found in other electronics and communications systems. The differentiation in signals is capable enough of disrupting the devices signals and causing the device to fail.
Normally, an EMP couldn't get strong enough to disrupt more than ten or twenty meters worth of heavy electronics without a massive generator, and even then, the chances of the shockwave growing powerful enough are limited. The theory is that if a large enough power source were amassed, the EMP could be focused into a cohesive beam through a lens and cast at a specified target. Once it hit, it would erupt and take out electronics in a radius.
In other interests are space-based technologies. The development and employment of satellites for surveillance, communications, and defense have grown by leaps and bounds, permitting these devices to do more and more. The general altitude of a satellite and it's size make it impossible to target with any Earth based weapon or missile system. This gaurantees a suitable weapons platform that cannot be destroyed once in orbit for a good deal of a long time.
To the point: Pergatorio is looking for a weapons contractor who can do the following -

Variola Major, or smallpox, may have been naturally eradicated in the 70's and is held tightly in government controlled facilities, but nature provides. Variola Minor, otherwise known as cowpox, is still readily available in animals, and is in fact the basis for the creation of the vaccine for smallpox. The pox virus virtually has been proven to exist in virtually every species ever to exist, from monkeypox to caterpillarpox. With the variety's of pox, one can marvel at the wonders of what famine they can induce by using a specialized pox to wreak warfare.
Sometime in the 70's or 80's, Australia suffered from a severe rodentia infestation. Australia had originally been overgrowing cactus, and to stem the tide of the cacti, rats were introduced to the environment to cut back the growth of the plant. Since there were no natural predators in the immediate environment that preyed on the rats, the rats spawned uncontrollably and became overpopulated, threatening the cacti's existance.
Several researchers in a laboratory were searching for a way to stem the tide of rats by shattering the reproductive system of the creatures. To do this, they experimented with a normally non-lethal disease: Mousepox. Mousepox has a naturally occuring death rate of about 10% in most rat breeds. For the sake of preserving the experiment, the researchers took a mousepox resistant strain of lab rats, known in lab shorthand as Black 6. The lethality of mousepox in Black 6 is about that of 1.2%.
Since mousepox hardly affected Black 6, the researches needed a delivering agent to allow the disease to penetrate deep enough into the system to attack the reproductive system. They used the rat IL-4 gene, present in the immune system and controls cytokine levels in the animal. They allowed the IL-4 to meld with the mousepox and created the strain with which they were supposed to sterilize the rats.
What happened next was quite the reverse of what they expected. When they infected the rats with mousepox, they left the labs. They came back the next day to see each rat in the lab infected like they had expected. The next week, a rat had already dropped dead from the disease. A few days later, several others had dropped and the others were barely surviving. Another few days and every Black 6 rat had been killed from an overwhelming cytokine storm triggered from the IL-4 gene present in the mousepox. The experiment was repeated in vaccinated mice. 60 to 70% lethality occured.

Even tanks have been retrofitted from old machine guns and standard shells to specialized flamethrowers and incendiary rounds.
These days, napalm just isn't enough to suppress a rebellion located under brush cover. Pergatorio has experimented in the field of a much stronger incendiary weapon, but has failed to develop anything that meets up to the desired levels. Pergatorio is opening their specialized labs for the purpose of contractors to develop the weapon of perfection for the Pergatorian military.
