African Network News(Can be received by all Earth nations) newscast:
Today the leader of Commonwealth Defense in the African Commonwealth, 4 starred general M'mo Ndelebe announced the opening of two new special projects. As an ANN exclusive we bring you a special documentary with the details, along with Ndelebe's commentary, and some news he denies. Stay tuned.

The Zulu Warrior rocketry Project
This project is allocated 30.000 rocket scientists, mechanics, labourers and security personel, as well as a fully equipped research facility located somewhere near the Angolan border. It is currently working on advanced LRBM and ICBM prototypes, with the goal of producing them in great numbers. Here's Ndelebe's commentary:
"This project will play a vital part for our military in years to come. We already have a working LRBM model, but it is an obsolete design - We are working on a new improved LRBM working from the Nodong-1 Korean model, but ours will be much better *smiles*".

The Sword of the Commonwealth Nuclear Program
This program has another 30.000 personnel, among them nuclear scientists, astrophysicists, mechanics, labourers and security soldiers. It is located in an underground lab of some sort, the location of which is strictly classified. The goal, as far as can be divined from extremely tight-lipped scientists, is to obtain an operational 500 kT nuclear device. Ndelebe's commentary:
"Already we have met with serious criticism over the decision to start this program, we know it to be necessary in these dangerous times. Let me stress, though, that we will NOT use the device as part of our offensive strategy - it is purely for the deterrence factor necessary to military survival in this grim world. We would not start the program could we avoid it, but we have to".

The syndicalist Remée Mobila, reknowned for his criticism of the government, has claimed that a third program has been initiated, one with a more sinister intent which he does not know. Remée was interred as an enemy of the system for his criticism. We end tonight's broadcast with General Ndelebe's comment on Mobila's claim. Good evening, I'm Mma D'Jango, AN News.

~The broadcasts switches to a picture of General Ndelebe's frowning face~
"If Mr. Mobila is so smart, perhaps he can tell of the name and intent of this program, hmm? Pay no heed to these malicious allegations. The weapons he claim we're making are... What? Chemichal agents? Biological weapons? The use of such weapons are the hallmark of an inexperienced, desperate or evil commander - We will not stoop to such measures now, and had we one such program, we would inform the public of it's initiation, as we are doing with the two new projects today. No more comments."

The thinly veiled threats and raving allegations were deemed serious enough to merit a personal answer from the hand of General Ndelebe himself:

If you heard our statement you would know that there is no reason for you or anyone to feel threatened - If you must, feel threatened by the nations who spout their talk of "peace" while mustering huge conventional armies. As is, we maintain the program that we may have a device we can use as a stratetic deterrant when more powerful states seek to use us as pawns in their scheme.

As for 'loosing the dogs of war', I doubt a nation with your size and power has the clout to lead a campaign against Commonwealth Defense forces. As I might add, why on earth would you? Stand down, there is no need for threats against us just because we do what is necessary.

Regards,
General Ndelebe,
For the Commonwealth.

excuse me sir, but I make a public display of the fact that I haev virtually nil military capability. You on the other hand require nukes???? Am I missing some vital piece of common sense here????

It is nice to see a country that wants something better for themselfs. I would be willing to help you, we do have some rather large Uranime mines in Marno. But with all that you are going to do is build WMD with it, we would have to say no.

Now if say...you were going to be building...oh...say...some "power plants", then we would be willing to help out. We are well capable of building and maintaing our pwm "power plants". We would aslo help you out in these areas aswell.

OOC: It was directed at Dakama. And the Commonwealth thinks it requires nukes seeing as nearly every other nation it's size has them. Mutually assured destruction, and all that :)

ooc: you're all MAD (yes, intended. yes, poor)

:D

Our own similar programmes being less than advanced (infernal recession!) President Igomo expresses an interest in the Commonwealth's research, and casts an eye over the Allied States' treasury reports.
