With the death of public hero General Ernesto Ge'VeraH and the subsequent failure of the Canadian Princes guerrilla adventure ( See "Guerrilla War ( Serious RP )" ) the population of Talaax has begun to move away from the idea of international revolution. Although they still remain dedicated socialists, the death of Ge'VeraH has deeply affected the national pysche. No longer an invincible shining example to the world, it has been decided that reform is necessary.
First on the agenda is the Revolutionary Armed Forces of Talaax. Currently staffed by over 19 million personell, the people have begun to see it as being too large. In response the government has decided to drastically cut back it's numbers over the next 5 years. The RAFT will go from 19.7 million members to 8.5 million members in the next 5 years. This will mean a massive surplus in arms and equipment. It has not yet been decided what will be done with this surplus.
The RAFT training program will also be updated with training intensifying two-fold. Training will no longer center on guerrilla combat but will now encompass areas such as desert combat, mountain combat, massive combined arms operations and large scale amphibious operations. Members will also get a 10% pay raise.
Next on the agenda of reform is the People's Guerrilla Army. The PGA, a barely trained, lightly armed militia was formed immediately after the Talaaxian Revolution to defend the accomplishments of the revolution. The PGA currently numbers 70 million "personnell", including every citizen who owns a firearm. Over the next 5 years this force will be completely disbanded, government provided arms will be reaquired and the extra salaries will be revoked. The members of the PGA will stay on in their regular jobs and will no longer be required to attend the monthly training seminars. Again, this change will leave Talaax with a massive surplus of arms. It is not yet decided what will be done with the surplus.
This is currently all that has been released on the agenda of reform, but more are expected to follow.

OOC: You do realize that Talaax is socialist and that constantly attacking and oppressing socialists only serves to weaken the relationship between the two nations? Talaaxians are all devoted socialists and are beginning to see you as a bad ally.

I only hate communists not socialists. Socialism can be a good thing in my view. Communism is all bad.

They're almost the same thing. A socialist is a communist and visa versa. Of course this is only my point of view.

The Talaaxian Intelligence Services have found themselves on the reform board. It was announced earlier today that the Foreign Aid Department will be shut down and all of it's employees transfered to other departments. The TISFAD, known for it's activities in support of foreign guerrillas and freedom fighters, was decided to be of no more use to the Talaaxian people. The shut down of the TISFAD will have many effects on Talaaxian foreign policy.
The TIS will also be given it's own military divisions. 10 divisions will be allocated to the TIS, along with 20 squadrons of various aircraft. These new "Guards" divisions will have their own command structure inside the TIS and will act independantly of the RAFT.

The people and commonwealth of Revalia salute these reforms, and despite recent conflicts of opinion in the Ebony Islands conflict, we encourage and support the People's Republic of Talaax.

Also, we may be interested in purchasing a few surplus military goods for purely defensive purposes. The commonwealth of Revalia is avowed to only use diplomatic means to resolve international disputes, but unfortunately not all nations share this noninterventionist policy, and thus we must keep our defenses up to date. We recognize that Talaax's weaponry is quite advanced, and if we can obtain some on the cheap for our defense purposes, we would be quite pleased, and quite happy to have this be the glue to cement a new friendship.

What sort of things do you need?

Well, being as we're an island nation, we could use any amphibious gear you may have. Also, we could use some of the standard-issue rifles you outfitted the PGA with-we have a small standing army of 20,000 soldiers that could use them for potential international peacekeeping operations were the need to arise. Also, as a last-ditch effort against invaders, we could distribute extras to the population.

So... how much would it cost us, in American dollars, for say 40,000 PGA-standard rifles, 100,000 rounds of ammunition? Also, we'd like to see what you have on the market in terms of low-end naval patrolling vessels (destroyers, for instance), marine landing craft and gear for amphibious troops.

The Allied Government requests the Talaaxian Government to monitor closely all of thier surplus arms, the weapons black market has led to many headaches for our closest ally (You may know him, Canadian Princes, he's doing his own Communist/fascist/democracy rp war now, in case your interested) and we wish no new weapons suppliers to enter it. Despite the differences of ideals our two governments hold (Capitalist/Socialist thing) should you require any funds to ensure no weapons enter it, we would be more then happy to help

We accept the firearms deal in toto, and we will buy all twelve Ponmernic-class landing craft from you. That brings us to a total of $61.25 million USD-about one-fifth of the annual budget of the Revalian military.
