It is good to be back in power again. Many ages ago, before many of you were born, I ruled the mighty nation of Dhoregnohb. However, the world allied against me and my proud country died in a nuclear holocaust. However, none of my old foes yet live, so have decided to once again take physical form and let my presence be known to humanity

Well, it is simple, you use an assasin to kill him, maybe Theallas is avalible, trust me, he is older than any human.

Still, his wish for human death will be granted even if he is dead, without a government body as it is a pseudo-dictatorship his nation will be in anarchy. In anarchy, there will always be death as different people clash and seek power. At any rate, the best course of action is to somehow manipulate his own people through propaganda to follow you instead of him and then rid of him, probably in an asylum so that his wish for death will be denied.

Roughtly 10% of our popularion is hunam; there haven't been a dozen cases of 'murder' in the last two and a half centuries, and most of those were ruled 'accidental homicide'.

Aparently, we can, in fact, stop murder.
