OK, here we go:
1.) Pointless thread after thread - believe me: your weapons SUCK. You want to make weapons? Read this page (http://www.army-technology.com) for ground weapons and this page (http://www.naval-technology.com) for naval technology.
2.) Talk normal. Do not refer to yourself as "I" unless you are roleplaying your national leader, foreign affairs minister, etc. talking.
3.) Use proper spelling, capitalization, and grammar. Visit www.dictionary.com please.
4.) Stop creating multiple nations to buy your useless weapons.
5.) Listen to other people: stop making threads!
6.) Learn to roleplay. Look at other threads. Observe them. Learn.

Don't do it. It's the rule. Auctioning nations off is seen as bad roleplaying. Now, here are few things you should also do to develop your roleplay:
1.) Read New to NationStates? View These Great Threads! Read everything.
2.) Develop your style of government: psychotic, democratic, imperialistic, pacifist, etc.
3.) Develop a national leader. EXAMPLE - President Carter, King Tut, Emperor Gerra, etc.
4.) Develop a capital for your nation.
5.) Stick to your nation.
