Just a little Dinner Party (IC RP)

To: All leaders of the nations of earth

Grand Emperor Yoshi officially invites you all to join him for a high-class dinner party. He wishes to offer a chance to relax at his private palace, in an event that is to last several days. Those who attend will enjoy world class food, horseback riding, skeet shooting, and many other activites provided by the palace.

The purpose here is not all relaxation, however. The Emperor also wishes to make an important announcement, and propose a deal to all those who attend.

The party will start at around 7:00 pm (RL, Eastern Standard), either Saturday or Sunday.

We hope to see you all soon.

(IMPORTANT NOTE: This is NOT a night club/bar thing. This is an organized, RP affiar. For example, instead of saying:

"Hey everyone, I'm here"

You say:

"The Prime Minister of Nation X arrived in a shiny black limosine, surrounded by his finest body gaurds. He approaches the gate, and is let in by the guard."

Keep in mind, I will not have midless idiots getting drunk, making out in back rooms with maids, etc. This is a formal party.

Also, please note: I will not tolearte warmongers here. There is a reason for that, as you will see, but if you are considered by yourself or others to be one, you are not permitted to come.

Also, relativly new nations are not invited. No offense to any of you, but I cannot allow nations of less than a month of age to come. Your RP experience is too low, and, as before, there is another reason.

OOC: I will give this a chance, however if you pull any funny kidnapping world leader rubbish I'm outta here.
And just to clarify while Jace is a largely military bent nation, we have never started a war and have only entered into existing ones.

IC:

Under goverment service agent escort, the limosine carrying Dictator Jace, all powerful leader of his namesake nation, the Armed Republic of Jace, and UN Deligate of the region of SGN, pulled up at the grand enterance of the palace, and a bellhop rushed over to open the door, Jace himself then stepping out, wearing a fine black tuxedo, and shadowed by a few of his goverment officals and bodyguards (All unarmed) and proceeding along the red carpet into the main foyer, and then onto the ballroom, greating a number of other national leaders and deligates as they enter.

Esamopia's Premier, receiving the official invitation from his Foreign Minister, decided that he would go.
Being our brave and fearless Premier, he only took the step of bringing his wife and two close friends, who were part of his honor guard. All were unarmed, to avoid creating nasty incidents.

Arriving in the official Premier motorcade, the Premier emerged from his limousine after opening his own door (he did not think that he was "better" than his honor guard and was perfectly able to open the door.) After taking his wife's hand and closely flanked by his honor guard, he emerged at the gate and was let in. His military uniform was brilliant, filled with many medals that his Politburo awarded him, but a close observor saw that only one was for military accomplishment as the rest were for promoting social and economic justice, as well as numerous peace awards.

The Premier walked in and politely gave a few words to all the leaders assembled, then jokingly said: "I hope there is a big salad bar, my wife no longer lets me eat meat." Other leaders politely laughed, but it was obvious that they were not really amused.

OOC: I'm probably a warmonger in some circles but I don't think that that's the popular opinion of me, certianly it's not my opinion. As Jace stated, if this turns into some sort of kidnapping the leaders thing, I'm out, or at least I'll think about leaving.

IC:
Grand General Xok stepped out of the oversized limosine with an easy grace. He wore his customary powered armor (lacking a helmet of course), and a chainsword and pistol still hung at his belt though there were no other weapons, the lasers had been detached from his armor. He stood outside while the bellhop scurried away. Xok could understand the reaction, even he found his face un-nerving at times. He was pale, though not very much so, he had a hawkish angular look to him, his eyes were slit pupled-with a red iris, and the fangs that even now protruded from his lips were yellowed. (To clarify: he is not a vamp, just a fan of surgery.) He walked up the steps taking them 3 at a time his cape billowing out behind him. He opened the two story double doors that led into the palace with little effort and steped through the portal. Two guards move foward to disarm him, and stopped. Staring at the 8 foot 3 armored demon they backed off.

Xok smiled, showing all of his yellowed, pointed teeth and walked into the ball-room. He stood for a moment watching everyone, before walking to a corner to watch the goings on.

OOC: The weapons are ceremonial and I will allow the pistol to be taken from him, but the chainsword I deeply desire to stay. If there is some over-arching reason for this to not be allowed I'll even give that up...

Rear Admiral Robert Lennox stepped out the large, white Limousine. He straightened his tux, and proceeded to walk to the door. His country was at a war, so he knew he needed to strengthen support. That is why he turned up. Looking at the doormen, he laughed. His favourite sport was punching the " bouncers ", a tradition he'd kept from his navy days. This wasn't the time, he tohught to himself, as his two bodyguards huddled closely to him. " I wonder whats for dinner I'm starving " he thought.......

OCC:I can assure you, I have no intention of trying to kidnap national leaders. I once saw someone do that, and I thought it was rather stupid. The Empire would not go forth with such an action. And Xok may keep his chainsword, so long as all my guards remain alive.

IC: Two trumpeters, along with a page, step into the ballroom. After the fanfare, the page cries out, "The Emperor Cometh!"

The Emperor Walks in, dressed in a dark green robe of silk, with sewn silver patterns that seemed to dance across the fabric.

"Fine guests, I bid you welcome to the Imperial Palace. I hope you will find your stay enjoyable. If you require anything, simply ask one of the servants. I will rejoin you shortly. Please, feel free to make use of our facilities."

The Emperor turns, and walks softly from the room.

President John Marble's Limosine pulled up to the front gate of the palace. Escorted by a few government guards John made his way into the palace. It was very unusual for President Marble to attend these sort of events, but he made an exception for this one. John had known the Emperor personally and was very curious what this 'deal' would be about. He entered the palace and performed the small talk that seemed to always accompany any sort of party like this.

There's a sudden roar of an engine outside as the Allanean President's Hummer pulls by. He walks up to the guards. He has no bodyguards. He smiles as he takes out to huge Desert Eagles and hands them to the guards. "I don't need any other protection, " he says.

"His Majesty wishes you to know that dinner will be served in about an hour. Please feel free to make special orders with the servants. The Emperor will join you when dinner is prepared."

The page turns, and leaves.

"M'lord, the guests will be preparing for dinner shortly."

The Emperor looks out the window. "Very good. Go down to the kitchens and make sure the food is being prepared on schedule."
"Yes, your highness"

The page exits the room. The Emperor smiles to the darkness. "This will be an interesting evening." He leaves the window to prepare for the banquet.

(OCC: This is going to get good soon, so I encourage late arrivals to get here soon. Also, please feel free to RP converstaions will other guests, and the actions of your leader during the feast.)

A 1957 Bel Air "Flamer" (black with a blue flame paint job) pulls up to one of the guardhouses. A heavily tinted front window rolls down, and a male voice with a medium-strength Slavic accent inquires, "A small Berëzan delegation has arrived. Are we welcome? We promise no 'APC party' this time."

A DeLorean pulls up. The gull wings open, and out steps Jim Corex, WeekendLazyness's national leader. Dressed in a nice tuxedo, he causually mentions to the guards that he likes the look of the car. As he walks throught the doorway, he contemplates whether or not he should have worn his cape.

Finally, the event you've all been waiting for...

A page walks in. "If you would all follow me, dinner is served."

The delagation follows the page through the marble hallways of the Imperial Palace. At last they reach a pair of solid oak doors, which the flanking guards open with a flourish.

The room is a large stone hall, with colorful tapestries adorning the walls. In the middle sits a mammoth oaken long table, covered with a tantilizing display of foods from around the world. At its head stands the Emperor, dressed in a vibrant red robe with swirling gold patterns.

"Welcome, honored guests! Sorry about the delay, but the cooks needed a bit more time. Please, sit and enjoy yourselves."

A small army of waiters pull out tall, cushioned chairs. As the delagates take their seats, the waiters stand ready to serve their every need.

Emperor Yoshi smiles at the gathering. "Dig in."

OCC: Dakama, I don't know what your talking about, so your fine.

Please note: I will be very soon giving a purpose to all of this. You will see.

IC:As the guest push away the last of their meals, the Emperor stands. "Well, that was a a great meal, with a stimulating conversation.( :? ) However, if you will follow me, I think I have something that will prove of even better discussion.

The Emperor begins to leave the hall, flanked closely by his elite guard and esteemed guests. The party follows him down the marbled halls to a another set of large double oak doors.

"If you would please enter, I will be joining you shortly." Yoshi bows, then walks down the hall while the guards open the doors to the room.

It is a large, circular conference room, with a more modern feel than the dinning hall. The room is white, with a circular table with an opening in the center. The table is lined with comfortable looking arm chairs. To the rear of the room is a spiral stair case.

In this private office above the conference room, Yoshi looks out the window. The rooms is dark, with a domed roof that gives it a clam like feel. The darkness of the room conceals the plush furniture of the room. The Emperor takes a few deep breaths, then begins organizing his thoughts for his announcement.

Almost running to catch up to the crowd, the Berëzan delegation slips into the room right behind the rest. One man is wearing a silk suit - black, of course, with a blue shirt and black tie. Two are women in casual black - one in a cape-like long coat, the other in what looks like a motorcycle outfit (much leather and some chrome). And finally is a 4-foot-tall midget guy in a semiformal suit. They awkwardly stand in a corner, trying to find a familiar face in the crowd. "Hmm....probably should've gone with the suit after all," notes the short guy, looking at his outfit, and particularly the two women's. "We'll change after this," replies the one with the coat. "For what are we waiting?" asks the motorcycle woman of one of the guests whom she doesn't recognize.

The trumpeters enter, playing a fanfare. "Emperor Yoshi cometh!"

The Emperor comes down the spiral stair case, dressed in a more casual after dinner outfit with no design upon it. He walked from the foot of the stairs to the seat closest to the stair case. “If you would please take your seats, we will begin.”

The Emperor reaches down to the panel in front of his seat. The lights dim, and several lights around the inside of the table come on to project a holographic image of Earth in the middle of the space.

“This, as you can obviously see, is earth. And at the time being , we, for the most part, have little power of most parts of it. This situation leads us the problem of protecting ourselves against potential enemies. The threat of nuclear warheads and other weapons of mass destruction looms large over our heads.

But I believe I have a way to deal with this situation.” Yoshi pushes a button on his control panel, and a grid, along with lettering, overlay the holographic globe. “I call it, the Global Orbital Defense Matrix.” With a push of a button, the image is surrounded with little points with labels on them. “It is a network of satellites and space stations. This system is designed to protect us from renegade nations, and deal with them accordingly.” He nods toward the screen. “It shall be built in several parts.”

The image zooms toward one of the dots, which looks like an large commercial airport building with bathtubs strapped to both ends. “Our first phase will be to build 4 of these space stations. This will be Phase Alpha, so they will be Alpha Stations 1 through 4. These will be the construction and maintenance platforms for our satellites. The bays on the sides you see are the areas were the construction will take place.

The image leaves the station, and moves in on a large satellite with a pointed tip and large solar arrays. “This is the life blood of the GODM; the laser satellites. They serve 2 main purposes: they can shoot down incoming ICBM’s with their laser, and they can make surgical strikes deep in enemy territory with no human life risk.”

The Emperor starts pacing the room. “These, as I said before, will be built in the orbital stations from Phase Alpha. Since each station can build two at a time, we will build 8 laser satellites in Phase Beta. We will also equip them with turrets so they can defend against anti-satellite countermeasures.”

Yoshi comes back to his seat, and pushes another button on his console. The image moves to a satellite of a different type. “After Phase Beta is complete, we will move on the Phase Gamma, where we build these reconnaissance satellites. We will use these for identifying enemy targets, and guiding strikes from our other satellites. They will be able to take still photos and streaming video, in regular, heat signiture, radiation detection, and infrared views.”

Yoshi looks over the faces of his guests. “After we conduct Phase Gamma, we will build a set of 8 Rapid Bombardment Satellites (RBS) in Phase Delta.” The view again shifts, this time to a satellite that appears to have four large boxes arranged around the center of the device. “Those boxes you see are missile racks, each containing 250 non-nuclear, high explosive rockets. Where the Beta satellites are surgical in nature, and leave little collateral damage, this is for leveling entire armies or cities if the need be. They can also be outfitted with different types of weapons at our space stations.”

“While Phase Delta is underway, we will also be building four more space stations, which will be Phase Epsilon. Once the new stations are finished, we will under go our final stage, Phase Zeta, in which we create 16 laser satellites. All said and done, our GODM will have 8 construction/maintenance stations, 24 laser satellites, 8 recon satellites, and 8 RBS’s.”

The Emperor looks out at his guests again. “Now, obviously, this project will cost billions, perhaps even trillions of dollars. And I feel that this is too big and expensive for one nation to build, let alone use effectively. Therefore, I offer everyone here a chance to join me in this great crusade. We will share the burden of building it, and we share our use of it. There will be rules, of course. For example, the countries involved will not be permitted to use the system against each other. That would be a disastrous event. Also, all involved must be responsible enough to use the system wisely, and not go off killing everyone they see.”

Yoshi smiles. “So, any takers?”

After getting over his first reaction, President Jim Corex starts to think.
He announces:
"I personally am all for this plan. I will bring this proposal back to my country, and I will personally try to get our congress to back this great defence proposal."
After this speech, he takes a seat, waiting for other comments.

The Esamopian Premier's face was wide open... for the first time since anyone could ever remember, he had a completely shocked face... for moments he believed that he could not talk... but slowly his numb features returned to life.

"And I thought... I thought this was only going to be a dinner party! Well the proposal is quite interesting, brilliant I must say, but we cannot take any part of this plan while it includes the purely offensive Phase Delta."

The Premier stood up, was surprised that he was able to do so without stumbling down, and then continued:

"With great respect to your excellency, we do not think that it would be helpful to have the capability to level "entire armies or cities." The first three phases make complete sense to me and are entirely essential, but we simply cannot take part in any of this if you maintain an offensive arsenal."

Now the Premier walked around the table, again surprised that he was able to do so without stumbling, he continued:

"For one thing, the enemies your excellency has mentioned earlier would undoubtedly do all in their power to sabatoge these satellites, especially if they have a clear offensive value. We propose instead that the last phase consist of sattelites with the ability to defend the whole sattelite network from sattelites that can be used to destroy other sattelites. That technology is possible, and I assure you that one of the many rogue nations is bound to do it."

"Finally, before any construction commences, we'd like to understand how these rules go, especially the process in which a strike using the pinpoint laser is authorized, and the process by which a nation may withdraw from this alliance. (Esamopia does not plan to, but should any other nation that joins decide to bail out, we'd like to know how we can compensate.) If agreement is reached on these points, then we would be willing to take part in this most awesome of defenses."

The Premier found his way back to his seat... he managed to seat himself and could only look in awe at the display, hoping that it would happen in the future.

"Ah, incredible", Jace says, more facinated then stunned, "It sounds like a marveless project, one that will undoubtably further the cause of world peace" there was something mildly sinister about that line, but Jace, and his people, ran a country where order was achived through any means possible, it could be expected.

"We ourselfs have a growing network or weapon satalites in orbit, any of you remember the Nuclear Partial Cannon test we did not long ago?", Jace allowed himself a smile, "You have our support in this project, however, there are still some questions that we desire answered, such as the terms under which we all can use this network".

The Emperor smiles out at his guests. "Mr. Cortex, Mr. Jace, thank you for your support. I am honored that you will join me in this." Two servants approach the leaders with honorary cigars.

He turns his attention to Esamopian Premier. "As for you, my good sir, your fears and concerns are more than justified. The point of Phase Delta is desinged not for attacking civilian targets, but destroying large targets in a single stroke, such as an approaching army, or and enemy supply depot. However, if you feel so strongly about having the RBS in the matrix, perhaps we can work out some sort of arrangement."

"As far as rules are concerned, they are fairly self explanitory. You may not attack others within the alliance of the matrix, as that would cause incredible conflict within the system. Secondly, you may not go warmongering with it. Using a system with this much power requires you to excersize self control and responsibility. If for some reason you are forced out or leave on your own, I'm afraid there is no form of compensation. All sales final, I guess you could say."

"And, as I stated earlier, the satellites will be equiped with special turrets to defend them against attack. But you make a good suggestion. I will have to consider it."

OOC: I missed this thread and couldn't post my arriving. Could I just pretend I was there? If so...

We are a small nation that likes to keep its self to its self, so we don't know much about space and the likes. But I am sure that my decisson to come here and vist your great palace was a good one. For now I have heard about this project you have described, I am sure that Rosent will soon be over run with ideas like your one.

Like I said my nation is a small one and we would like to help in any way we can. My donations to the project will be smaller then other nations but are determination to see this project through will match anyone elses.

Trenchcoat Lady whips out a notebook and starts furiously scribbling, hoping that taking notes wasn't prohibited. The four delegates lean into a small huddle and after a moment's discussion, the Motorcycle Lady speaks up:

"We're interested, so far. We'd be willing to contribute significant funds and resources into this, including at least one piece of technology that would significantly assist you (that you may already have, come to think of it, or maybe not). However, we'd like to know the rules of the use of this system, especially RBS, and more importantly, how these rules will be enforced. To be frank, we don't want to put any effort, especially a lot of it, into an advanced weapon that can be used against us."

Xok rose from his seat with an easy grace, one hand resting on the hilt of his chainsword the other holding a glass of red wine. As people inch away from him he grins. "I'm simply holding the blade so I won't hit one of you whilst I'm getting up." He prompty lets go the of the sword and takes a sip of wine. Unconciously most everyone lets out a sigh.

"Emperor, Padmasa will lend you it's full support. However there are conditions: Padmasa already has such a system, however it is old and not well cared for. We would like this system upgraded and integrated with the rest of the system. The central command of this grand undertaking, should be crewed by an equal number of people from all contributing nations, thus making sure our interests are always represented. Finally a series of fail safes must be built that prevents the various offensive funcitons of the system from being used against contributing nations. If these conditions can be met, Padmasa can have money and labor at your disposal."

As Xok had spoken he had paced the length of the table and finished his glass of wine. He placed the glass back down at his seat and walked down the length of the table to Emperor Yoshi. He placed a note on the table next to the emperor and walked away. He took his seat once and took up his glass of wine.

OOC: The contents of the note have been sent via TG. I truely desire secrecy.

The Emperor once again stands up to address his guests. "I can assure you all that we will have a, for lack of better word, 'politically correct' crewing. We can do it one of two ways: each station holds one nationality, or we have a sprinkling of each nation in each station. The actual satellites are unmaned."

"As for failsafes, each country will have a command bunker on the ground, within their nation. They will be able to transmit orders to the stations, who control the movement of the satellites. However, only the bunkers may authorize a weapon firing. And, no country may authorize weapon discharge over the territory of an allied nation. The targeting programing will lock down the weapon if such an action is attempted. You may, however, with the approval of your nations highest leader, allow the weapon to be fired within your own borders. We can think of several instances where this would be useful."

The Emperor turns. "As for you, Mr. Xok, we will have no problem with integrating your system into ours. However, if you do that, your system becomes property of the GODM, not you."

"And for you, Mr. Jace, we are glad that you are willing to offer facilities for launch. Keep in mind, the only objects that you will be launching are raw materials and space station parts; all the satellites will be constructed in orbit."

The midget speaks up, "So you're saying that the way the system will be failsafe is by the way it's programmed, not the way it's run. Not bad. How will you ensure that nobody overrides the system, or perhaps installs, during construction, a device to allow it to be overridden by one nation?"

After your inspection, we will try to inspect it one last time ourselves to make sure it is okay. This will require you to trust us, but you have to trust someone for this to work. We have no desire to steal this system away from you."

It's not that we don't trust you - it's that we're dealing with several nations we don't know, and a very powerful weapon. Once again, we are very much for contributing to it, but for the sake of all involved, we want to be sure that it can't be used in an improper manner by one of its contributing nations. Or, for that matter, by an outside nation with highly skilled hackers, for instance." He looks around the room at the other nations. "I trust you all understand the importance of security in such a system?"

"What do you say to a sub-organization, composed of all nations involved, that will not only ensure that the system be built with sufficient security, but also to ensure that it not be used in an improper manner after construction?"

"Mr. Kovalev (I didn't realize that was his name :oops:), if you will read my earlier comment more carefully, you will note that I have already proposed to have each nation inspect the system with their own engineers. We will also have armed guards to prevent sabotage, and all nations will be able to provide staffing for these postitions. We will also allow teams of engineers to stay with the system, and maintain constant checks of it. Security will be very tight. We will closely monitor guard movements and times, along with all transport in and out of the facilities."

OOC: I will be closing this down sometime. Probably on Saturday, I will close this discussion and make a formal annoucement.

Glancing back at the rest of the Berëzan delegation, and after a few brief moments of quiet & rapid Russian, Kovalëv cleared his throat and announced, "Count us in. I assume that details will be discussed later, including the possible sharing of a valuable piece of technology?"

Ah. That would be useful, especially since all the launced materials would be the less senstive station materials, and therefore unaffected by magnetic fields. Plus it would save cost. That will be useful.

That does not include technical details. If you wish to make a suggestion, besides the magnetic launch system, then feel free.

If you're just going to insult a perfectly feasable system, Mr. Mikhailovitch, then I suggest you leave.

In a few hours or so, I will be closing this down. All political control concernsmust be addressed by then. We will still have time to discuss all the technical details before initiating our launches.

The Emperor steps into a room full of reporters. As soon as his foot hits the floor, flashbulbs erupt all over the chamber. Yoshi crosses the stage to the podium, followed by his dinner guests.

He steps up to the podium. "People of Earth, I have a very important announcement. Over the past few weeks, myself and the people behind me have been hammering out a system that will allow us to make the world safer for all people."

His eyes sweep the crowd. "As you know, this planet is crawling with start up countries, ready to fling weapons of mass destruction (God, I sound like Bush :roll: ) at us at a moments notice. These are dangerous times."

"But we have a plan. We call it, the Global Orbital Defence Matrix. A series of satellites to defend us against the threat of instant annihilation, and bring swift justice on those who try."

"The countries of Jace, WeekendLazyness, Padmasa, Bereza, and Esamopia have already pledged there alligence to this idea." He pauses as the cameras take shots of the mentioned leaders. "With there assistance, we are taking one step closer toward a better, safer tommorrow. Thank You."

The Emperor turns, and walks out as his press secretary tries to quell the reporters' cries for more information.

Some reporter falls into the tall guy of the Berëzan delegation and sneers at him, "Watch where you're going, kid. What're you doing here, anyway, the lot of you? This isn't a high school dance." He, the two women, and Kovalëv (and his plate of pigs) surround the guy. Trenchcoat lady walks up very close to his back, does something under her coat, and whispers, "Come with us...'kid'". His eyes open in terror, but he walks out. Kovalëv, meanwhile, finishes his pigs, and goes to ask somebody what happens next - is the party over? is there more? what?
