sry about the title it wouldn't all fit, so anyway is 250 billion enough to make nukes?

Money sometimes isn't enough to make your own nukes, you need the tech to do it also. If you haven't the right tech all the money in the world can't make your own nukes. You also need the "ingriediants", if your nation can't produce these on its own soil you're going to need to buy them too.

Best bet if you haven't got tech, use that $250,000,000,000 to buy some on the world market or of a nation in your region (which is better 'cos you know they're going to be reliable).

You dont HAVE to develope ICBMs, personaly I wouldnt they are flung about like my ex girlfriends underwear which is quite frequently.

As for the tech well if north korea can do it then anybody can ;) it's easier to buy the nuclear weapons yes. But most of the time people selling them go for the OMG WTF I GOT A NOOK THAT CAN BLOW UP TEH WORLD! orgasm!!!11! an stuff so....my advice find out from a reliable internet source the required material for a nuke and then go about researching and building.

I highly doubt the US spent 250 billion on the A-bomb in ww2.....though they did spend roughly 2 trillion in today's money on ww2 so...dunno.
