On the flight deck of the FNS Tiamat, Secretary-General Wright himself stands along with his entourage of diplomats and military officers to wait for the diplomatic delegations to arrive.
A Skycrane arrives with a delagation of Attican diplomats, including Kaiser Otto Petinski.
OOC: plz ACS, state taht only FPC, Attica and ACS + perhaps McLeod, Crookfur and Felimid MacFal will be allowed to post.
The delegation of FPCian diplomats arrive. 5 experts are accompagnied by a dozen armed guards and some other diplomats(5).

Three tables, set up in an equilateral triangle, have been set up on the deck of the submersible aircraft carrier. The open air meeting not only is symbolic of the new openness between the FPC and the Attican Empire... it also means that the Federation has total operational security over the area, which is in international waters.
OOC: Other nations can send observers... but only the FPC, Attica, and FACS are allowed to negotiate.

Secretary-General Wright shakes the hand of each individual in both the Attican and FPC delegations before showing them to their tables. He then takes a seat at the center of the FACS table and sits for a few minutes, so the photographers can all take their pictures.
The FPCain diplomats give a sheet of paper to the ACS diplomats with requests and offers to be given to Attica.
Attica
1- Attica will remove all forces from FPC and, if there are some, the 2 rebelling countys.
2- Attica will sign a form stating that it recognises the neutrality of FPC and will not attack it in the future.
3- Attica will send apoligies to the people and government of FPC.
FPC
1- FPC will recognise the 2 rebelling countys as an independant state and will give them their respective land to control.
2- Though giving them freedom, FPC will be allowed to keep some checkpoints and small bases in the newly formed country only at the border with Attica to secure the future security of FPC.

I think that might perhaps be an issue to negotiate after we get a peace deal in ink.
So that we can move forward on the peace settlement... Do both parties agree on the terms stated below?

FPC #2 makes little sense. If the revolting states are on the Attican border, their bases should only be on the border with the new states...

I get the impression it would be like how the United States kept a few bases in Japan after it gave them back self-government. The bases aren't there to keep the Japanese in line... they were there to protect American interests against the Soviets. I think FPC is proposing something similar here.
But, they are revolting from FPC. How would they feel having FPC bases there? Peacekeeping bases might be better, IMO.

We need to see what FPC has to say about it.
Though must say, I agree with you Attica, it's for FPC'S security to ensure that you or any other country won't be shipping men or equipement to these rebelling countys to atack me. But I'd be willing to replace those FPC checkpoints with international police or peace-keepers checkpoints.

Federation naval officers bring out copies of the completed deal for FPCian and Attican leaders to sign. The photographers, of course, are just eating it up and taking as many pictures as they have film or digital memory for.

um... in all honesty... i think that your nation should be working on recovering from the war(s) it just fought... developing more technology is kinda unrealistic.

Ditto. Especially since the nuclear weapons dropped on your country would have wiped out many, if not most, of your unhardened electronics in the general vicinity of the blasts.

Just because companies aren't listed in your countries budget doesn't mean they wont be affected. Supplies, workers, materials, even facilities would be affected, slowing research, and you would still have to fund all that research with money that should be used for a clean-up operation.

Once all the delegations leave and the flight deck is cleared, the crew of the Tiamat and its diplomat passengers head back below decks and prepare to depart the area.
Once the submersible carrier clears the edge of the continental shelf, it recalls its aircraft on patrol, retracts the bridge/control tower to its secured position, and then glides beneath the surfaces of the waves. The Tiamat's subfighter escort keeps pace with the single largest submarine in the Federation Navy as it sets course for home.
