I'm terribly confused about all of this. I don't know how to buy military weaponry. I don't even know what it means when someone says 'money wired'

Alright, bud. It's a text-based game... read the Stickied Posts in the NationStates forum, especially the "New to NationStates? View these Great Threads!" one. Read everything.

Basically, it's done by roleplaying, which is, as its name implies, playing a role. So you act as a national leader, and write events of what's happening and such by interacting with other players. But to godmod, or cheat, is illegal. Basically, godmoding, is claiming very unrealistic figures or cheating (refusing to take losses, roleplaying another player's actions).

Oh yes:

OOC: Out-of-Character
IC: In Character

I'll let other nations describe those two in more detail, but OOC is talking to the actual player, while IC is roleplaying with the nation.

Sort of. That's only one aspect of RPing (roleplaying).

Now figure 20% of the line that says "national budget" can be spent on buying military gear. Most people consider 1 RL day to be one NS year, so as long as you don't spend more than that per day, you're fine.
