As if this weren't enough, Whittier may be forced by treaty obligations to go war with Russian Forces over the soverignty of West Ukraine.

But with the assassination of Stalin and Communist Poland's decision to give refuge to the assassins, Whittier was forced to send most of what was left of its forces to try and capture the Assassins and the Communist Poland government.
The Polish leaders and their guests fled special ops troops causing CP to fall to allied forces. Scarcely had CP surrendered than Russian Forces declared war on West Ukraine.
Whittier only has 35,000 troops available for such a war and is therefore trying to cajole RF into settling the matter diplomatically.
Water treatments plants need repairs, roads need repairs, and education quality has dropped. Breznekov has vowed to fix these and other domestic problems.
But it was found there wasnot enough money in the bank for it. Hence he has submitted a request for international economic and redevelopment aid.

Also, humanitarian goods (food, water, clothing, raw materials for rudimentary shelters) will be shipped with the coming weeks - dependent on the time it takes to assemble such packages and ship them via ocean transport (this requires information about your nation's location and what ports and harbours are available).
