Anatomy of Defeat: An Analysis (Tilsitsin bloody, but back)

Yet while the military defeat of the Grand Fleet and Tilsitsinian 1st Expeditionary Army Group (http://www.nationstates.net/forum/viewtopic.php?t=70046&start=0) certainly sent shockwaves throughout the entire Tilsitsinian social, political and military structure, it much more critically gave indication that the Tilsitsinian Republic was about to experience a period of sharp social and political instability.

The immediate effects of the botched Panteran War were simple enough: A very painful and public military defeat, huge loss of life, billions in property damage, huge loss in international military and political prestige, and the dismissal of several top-ranking Tilsitsinian civil servants and military officials. If this was not bad enough, the war seemed to ignite a wave of isolationist fervor in the country, setting the stage for the rise of several fringe groups.

Groups such as the Tilsitsinian Nazi Party, which have traditionally been nothing more than small and forgettable groups of less than a hundred members, have grown exponentially to date. The TNP alone went from under 75 full-time members to over 20,000 in the span of just seven months. This renewed emphasis on Tilsitsinian nationalism, while not indicative of a true revolutionary mass movement, does show a new tolerance by most ordinary citizens on the whole for the nationalist and isolationist movements. As a direct example of this, Tilsitsinian politics and foreign policy began to reflect this societal shift almost immediately.

In the wake of the Panteran War, no less than 23 elected officials and 16 high-ranking military officers were either dismissed from their posts or resigned voluntarily. Those prominent officials that resigned immediately following the war included Roger W. James, Senior Speaker of the Tilsitsinian National Assembly*, Admiral Francis Pelkola, head of Tilsitsinian Naval Intelligence, and Ira Cromm, Undersecretary for Foreign Affairs. Others that were forced into retirement or resignation included Senior Marshal Trevor Tennison**, head of the powerful Tilsitsinian National Defense Council, and Marshal Lloyd Wright, Chief of the Armed Forces High Command.

* This is the equivalent of the U.S. House and Senate

Now that the government itsself had been severely shaken over the ordeal, it faced a domestic crisis unmatched in recent Tilsitsinian history. With several military and civilian posts vacated as the result of governmental purges, the once strongly-led and overly militaristic National Assembly lapsed into a state of lethargic inactivity. Only through the most dedicated of efforts on the part of President Walters was the Assembly able to remain intact and kept from virtual self-implosion.

In what was seen as a brilliant series of political moves, the president moved quickly to bring back stability to the government and prevent from developing an atmosphere of revolution through several key directives. First, the president replaced Marshal Wright as head of the Armed Forces High Command with Marshal Nicholson, the Commander of the Airforce. In the Tilsitsinian military, past protocol usually sees an army general holding the post of head of the AFHC. But the appointment of a publically popular airforce officer* to this post was seen as a way of keeping public faith in the armed forces, while also putting a capable officer in a position to immediately begin rebuilding the military.

In another critical move, the president asked for the resignation and also relieved several officials in the Tilsitsinian Foreign Office, which the public viewed as the true villain of the Panteran War. This move also brought back increased confidence in the government, which the public saw as "cleaning house" and getting rid of the true cause of Tilsitsin's war loss.

In a final critical move, the president hammered the Foreign Diplomacy Reform Act through the Assembly, which virtually overnight limited the power of the once-fearsome Foreign Office, and (at least temporarily) saw Tilsitsinian foeign policy limited only to enacting trade agreements and participating non-militarily in the United Nations for the forseeable future.

* The Tilsitsinian Airforce, or TAF, maintained its popularity with the public during and after the Panteran War.

OOC: Glad you came back. My apologies for the war degenerating. I was bummed we'd lost such a quality RPer, and for once Dark Terror and I agree on something. That was very well written.

Though some few of your leaders proved themselves to be the coward bastards we had always thought, your soldiers proved thier prowess on the field, and earned the respect of the Reavers. The offer of peace was made, yet ignored and cost the lives of thousands of the soldiers of Tilsitsin, and for nothing but the stupidity of a few fools.

Our pride was touched by the challenge to arms made by the former government, which if my sources are correct are now largely defunct? Though we stand firm that we met, and emerged victorious from the challenge, we admit that too many died for something so small.

In light of the massive changes, the Lord Reaver has ordered that the flood of narcotics into Tilsitsin will be ceased, and the formal offer of peace be declared, pending minor reparations to be paid to the city of Gade and surrounding communities.

It is our hope that the nations of Pantera and Tilsitsin shall never again meet again in the field. If not for the poor excuse for pride of a few in your government, your warriors would have been ransomed and returned after being treated with the respect due those who had proved themelves before the Reavers.

A new era of peace could blossom here, President Walters. We pray you will accept our terms and our offer of a lasting peace.

With the reconstruction of Tilsitsin underway and the government and military in a stable, but potentially critical situation, President Scipio Fitzpatrick has issued a number of new policies restructuring the current foreign aid policy in a manner to benefit Tilsitsin should they feel the necessity to request said aid. Officials throughout the Holy Empire are in support of this motion and are lauding the new non-military participation stance within the UN of the Tilsitisin leadership.

In concordance with this stance in support of Tilsitisin, President Fitzpatrick has also applauded the efforts of Bastien the Bronze of Pantera to ease the transition to peace between the two formerly warring nations and has commended his decree to stop the flow of narcotics into the nation of Tilsitsin itself.

In other news, the yearly summit of the leaders of the Apostasian Hegemony took place in the capital of Leichsmark and discussed the frightening escalation of tensions between The Queendom of Intisar and Longhorn Isle...

Please accept my personal and heartfealt apologies as the President of the Tilsitsinian Republic towards your government and to the people of Pantera. Although I alone accept presonal responsibility for the events that have culminated with the death of so many Tilsitsinian and Panteran citizens, it is my firm hope and belief that with the drastic changes I have instituted within my government, conflicts such as the ones we recently experienced will not happen again. The Tilsitsin I am working to rebuild is one that will strive to respect the sovereignty of nations, while also of course working to protect it's own.

The people of Tilsitsin applaud your efforts at peace, and the government of Tilsitsin is of course willing to pay reparations to the survivors of the Gade bombing. We look forward to a peaceful relationship with your country, and look forward to sustained diplomatic dialogue between our representatives. As of this moment, all TIlsitsinian forces have stood down, and Tilsitsinian diplomats are now enroute to Pantera to finalize a peace agreement between our nations.

How could the people Tilsitsin forget your nation and it's unwavering support for them? While we refuse to accept free equipment from your country, we do look forward to increased trade between our nations. (As our military will certainly need to be overhauled and equipped..)

The Taraskovyan Senate has yesterday approved the passing of the Tilsitsinian Free Trade Act with the following parameters:

Council of the Duchy:
For : 345 votes.
Against: 34 votes.
Abstanied: 21 votes.

High Council of the Duchy:
Unanimous approval by all 10 members of the High Council with
11 votes For.

The dignitaries of the Grand Duchy are already preparing themselves for the signature ceremony :D

In the Imperial Embassy to Tilsitsin, Lord Robert Langdon reads the latest news continuing the free trade agreement between Tarasovka and Tilsitsin. He looks at his assembled staff: Captain Gene Heathrow, Sardaukar Adjutatn; Lieutenant Daniel Luther, ESS Adjutant; and finally the third member of his little triumvirate, dressed in an unadorned uniform of para-military cut, Colonel Nathaniel Bernini of General Reygand's government-in-exile.
"Would anyone care to explain this to me?"
The trio of men remain deathly silent.
"As I suspected. Captain Heathrow, Lieutenant Luther, dismissed."
The two Valinon officers leave. Colonel Bernini stays seated.
"'Colonel' Bernini, the Empire has sheltered you and your fellows, we have supported you, and we have equipped you. In return we have received many promises, but no results. His Majesty grows displeased with General Reygand and his apparent ineptitude to fulfill the promises he has made. He has failed to raise a coalition to liberate HBI, he has failed to sow the seeds of disorder across the morass of Tilsitsin, and he has failed to even infiltrate key sections of the Tilsitsin government. And now, the Empire has decide to force Reygand and you into action."
"Baron-."
"Be silent," says Langdon in grave tones filled with silent threats. "General Reygand has been made aware of His Majesty's current feelings, and in response he has tasked you and your men to take action. You could not gather your strength during Tilsitsin internal and external duress during its recent war, and now you must work quickly if you wish to have any advantages. It is time for you and your General to earn your keep."
"And what consequences are there," Bernini says glaring at Langdon.
The Baron smiles, "If you do not take action, you will be expelled from the Empire along with the rest of your colleagues and I shall take great pleasure in ensuring you are handed over to the proper Tilsitsin authorities. If you fail through your own ineptness, the entirety of your farce of a revolutionary movement will be detained and find Death paying a visit."
"What actions do you ask me to take," Bernini says growling.
"It is time to make known the Sickle of the Grim Reaper in the words of a famous Valinon poet. Turn lose your dogs, spies, and assassins, Colonel, your continued existence depends on it. But I strongly caution you to make sure you are not caught with your hand holding the gun. If anything, allow the traces to go back to the Tilsitsin Nazis, they are a likely scape-goat. Now, leave me."
Bernini rises and bows stiffly, then takes leave of Baron Langdon's personal study.
