These are the terms you will have to comply to if you do not want to face war against the UAAOT.
1.You must stop these unpravoked attacks on nations.
2.You must have your "alliance" change its belief toward terrorism.
3. You can still have the alliance but if you make anymore acts of terrorism the alliance must be disbanded.

OOC: Sucky roleplaying to ignore legitimate terrorist attacks, also. Terrorism is my nation's backup plan in case the leader feels he can't win an all-out war. To ignore my terrorism would also be to cut any invasions short, as we believe in using suicide-bomber tactics in the event of a loss.

If you really must invade someone, but you don't have a proper InCharacter reason, RP something out. Plot and scheme on thier asses and add to the world, because as it stands, invading on a whim does nothing but destroy the world we're trying to create here. If you get into the scene and plot and connive, the possibilities are endless.
Send a trading ship packed with explosive into thier waters and set the fucker off. Claim they torpedoed the bitch and raise hell. Claim they sacrifice people. Claim they've created a flesh-eating virus and plan to unleash it. Get proof of foul orgies and heinous acts going on behind the scenes and PUNISH THEM. Claim they tried to have you assasinated. Claim they've been enslaving your people. Claim they gave you VD. SOMETHING FFS, not just because you feel like it.

Well... of course not. But is this China invading Tibet? No. Some men/women are logging into their nations, getting bored, and banning together to attack another nation. There is relatively no correlation between the two subjects. One involves things that actually exist, the other involves something that is basically... in everybodies head. Because of that the decision to ignore is left open. This isn't real... therefore the player has the option to ignore... because he/she is playing a game.
However, like Pantera said... if you put some thought into it... and actually come up with some sort of reason... actually RP... then I have no problem with that at all.
