Southern Chellis, 50 miles from Iberian city
Twelve men or so huddle in a cold room, underneith part of a long road and an outhouse. This secret bunker was obviously meant to not be known about by most people, as you could only get in by prior knowledge of your coming(a certain spot in the ground opens when the person is expected to arrive, and then closes after. Impossible to accidentally enter, or almost. Two men watch over the twelve, each holding Chellian SMG's, always watching. The twelve men were furiously discussing things, when one man made himself clear."We will do it then. The ends justify the means..."He said, as the men began to dis-assemble, forming groups of two's or threes as they left, chattering among themselves. A desicion had been made, one that could potentially ruin countries. A concept of Fluid money, making your own USD, and using it for your needs from foreign countries(as chellis uses chellian Euros), and never harming youself; or, massivly giving USD to a nation you are at war with, or plan to be with, and inflate them horribly. It was a moral question, not one of effectiveness, but the vote had been for yes for the most part, and it would procede. The money game had begun.
