See those threads at the top of the forum that always stay there? those are stickies. A number of them deal with getting started etc have a good read at those for advice (both here in International incidents and in the main Nationstates froums).
All in all it boils down to pure roleplay, there are a number of generally accepted conventions on behavior etc but those are all explained in the stickies.
One major hint: Don't declare war on or steal anything from anyone atthe moment as just about everyone can swamp you with troops.

You can only do that in an RP sense so you do it in the forums. But seriouslly you are WAY to small of a nation to destroy anything more than a large ant hill.
