Federation military bases appear to have unusually high levels of activity. The Navy and Aerospace Forces are particularly busy, as if they are preparing for a large mobilization or exercise. Ten merchant marine concrete cargo vessels have also been activated by the Navy and are being prepared to serve as supply and support ships. Operational and communication security is high. Few outside of the military and civilian government seem to know what is going on... and they aren't telling.

Federation naval surface vessels and one of the Navy's three Mobile Offshore Bases, the Abyssinia, appear to be moving to one of the Federation's outlying archipelagos... the islands can either be used as a rally point for outgoing operations or amphibious warfare training. Their intent is not immediately clear; however, the Federation First Expeditionary Air Battle Wing is said to be preparing to meet up with the Abyssinia to conduct training operations.
Are you implying that they may be preparing for some kind of invasion?

"Is this something new?" President Everdale said. "Do they have any concrete invasion plan, or any reason for us to pay any attention at all?"
"You know how I am, Mr. President. Movement of forces anywhere is a matter of interest."
President Everdale nodded. "Fine, keep track of the situation. Take no action on any grounds whatsoever without first clearing it by me."

The surface forces all appear to be maintaining their location near the Federation-controlled archipelago and conducting joint operations training with the Aerospace Forces. However, all appear stocked up and rigged as if prepared for an extended tour of duty.
In the meantime, an indeterminant number of Federation Navy submarines engage for silent running and begin to depart their usual patrol routes near FACS waters and head for international waters. The FNS Narwhal and FNS Galapagos are, notably, not in their submarine pens.

Hanging up the phone from a conversation with the President, Acting Prime Minister Jermey McGrath summoned in his military advisor. "See what you can find for me on this matter. We should be concerned about this matter. Keep me informed."

If an enterprising nation had the satellite and sonar capabilities and analysts sharp enough to track and process the activities and past history of the Federation submarines, that nation would realize that the submarine force is most likely headed in the direction of the Attican Empire... because the captains of each of the submarines departing their usual patrols are all veterans of the Attican peacekeeping blockade.

Eight U-LIDS, in "hibernation" mode on the sea floor in the international sea lanes just outside of Attican waters, are transmitted activation orders over an ultra-low frequency, encrypted Emergency Action Message. The unmanned, cementofoam-hulled submarines stir from their electronic sleep and begin to very quietly take up predetermined positions near the points where shipping lanes known to be used by Attican naval and commerical ships cross into international waters.
In the meantime, the silent and deep running manned submarine force continues en route to its destination. The surface naval forces and the 1st Expeditionary Air Battle Wing continue their exercises in Federation territory.
