OOC: In continuity, this takes place after the first day of the Wazzu held Mars summit, which IRL is going on concurrently here (http://www.nationstates.net/forum/viewtopic.php?t=70361&highlight=).

The Mars meeting had ended late, it had been a long day, and Dr. James Messer was tired. He really wanted to sleep for tomorrows continuation of the summit, but knew he had more pressing matters to attend to. It was the life of a diplomat...for years no problems, then everything happening on the same day...but he loved it. More importantly, he was good at it. So he stood up straight, and chassed a couple caffine pills down with a glass of water.

On his way down from the tower meeting room, towards the landing platform, he stole a minutes view out the window.

I love the view here he thought as he watched traffic come and go, I wonder if Mars will ever be as beautiful later terriformed as it is now only partly. I wonder if my great great grandchildren will see such.

That minutes rest had restored him an hour, and he walked a little taller the rest of the way. The Menelmacari would be arriving soon.

He might see the Menelmacari vessel approaching as he stands at the window. Sleek, deadly yet graceful, war and peace in a single package, much like Menelmacar itself, one hundred and fifty meters of Elven frigate, the diplomatic vessel Eldahossë Minë set down on the platform with the gentlest possible touch; on board was the Menelmacari Prefect of State, Lord Turelio nos Fingolfin.

Indeed, he did see the Menelmacri frigate come down. Not from the earlier window, but from down in a very private, corporate area of the spaceport.

When they do something, he thought while looking up through the slitted ceiling window, they certainly do it with grandiose and style.

As a robot arm moved a large inflatable walkway to the spacecrafts main airlock and magnetically attached it, Dr. Messer made his way to the reception area

A short time later, the doors open, revealing both to the other.

Messer stold alone, an old man with thick but short silver hair, a rather large nose, and average build. He wore the standard for Wazzuians on Mars (if a little more buisness like for his position), a one-peice jumpsuit that would tighten if exposed to vacuum...an emergency precaution to provide direct pressure to the skin more likely needed in an airlock accident then for anything getting through the tough walls and windows of the colony.

I am host he thought, so spoke the first words as he sized up his guests.

"Welcome to Southern Wazzu Elysium," he reached out his hand, "I am Dr. James Messier, Minister of Diplomacy."

Turelio was a tall Noldorin elf, taller even than the Lady; only a few scant inches short of seven feet. Raven-haired, arrayed in the finest of Menelmacari robes, and carrying himself with the most regal of bearings, he certainly looked the part of his high position. If he is at all affected by the long trip, the grace and elegance of his movements don't show it. Although, he is privately wondering why the discussion couldn't simply have been held on Earth.

"Elen sila lumenn'omentielvo, Doctor Messer," he greeted, offering not the shallow bow traditional of his own people, but rather a firm handshake in the human fashion.

Messer inwardly winced (a difficult task looking up instead of regularly down) as he realized his diplomatic foul, and attempted to make up for it.

"Nai omentië." He spoke, crudely to elven ears, but with little accent for the few short years a human has to learn. But he coninued on in English. [[OOC: Mostly because it'll take forever for me to translate everything into Quenya...and because there are not words for everything.]]

"I understand you had a lengthy trip," he started, though he knew the term relatively different for Menelmacari then Wazzuz, "may I offer refreashment, or would a nearer conference room be to your preference?"

Turelio smiled. "I have come a hundred million kilometers," he said. "A few hundred more meters will make no difference. Refreshment would be greatly appreciated. Please, lead the way."

OOC: Would it be possible for me to send a diplomat as an observer? I have some interests in the Sol System affairs as of late, and I have an ambasssador in Sunset overseeing my negotiations to secure the treaty port land with him.

Dr. Messer appretiated the humor...and a few hundread meters later the two entered an unnamed resteraunt not far from the spaceport itself. Like the empty (ritzy) portion of the spaceport, the walls of the resteraunt were empty. But the place itself was not.

Near the front, a fat man (who looked somewhat familiar, and one of the few people not wearing a professional looking jumpsuit) sat talking with a much smaller woman. Elsewhere, two small children sat well behaved next to an elderly lady. There were people everywhere, eating all sorts of food (which smelled delecious), but the room was strangely quiet for all the talking that appeared to be going on.

Upon sitting, a server delivered some water, and spoke up. "And what will the gentlemen be having tonight?"

Messer mouthed to Turelio, "Anything," and blinked.

***timeshift (order if you like)***

The server left, and Messer spoke up again. "Mindor, privacy please." White light projected from the ceiling and made a circle around the table...all sound from outside was cut off.

"I'm sorry to have asked you here, so far from Earth. Wazzu is in quite a few diplomatic talks at the moment. Both negotiations for Mars and for Venus are considered top priority, and Executive Walton didn't wan't to rely on a lesser experianced ministry diplomat." Messer laughed "Not that I have anywhere near your experiance."


OOC: Would it be possible for me to send a diplomat as an observer? I have some interests in the Sol System affairs as of late, and I have an ambasssador in Sunset overseeing my negotiations to secure the treaty port land with him.

OOC: Probably not for this one. This isn't really a summit, more of a 1-on-1 meeting.

Turelio places his order, something nice but politely distant from the top end of the price range.

Turelio nods to his counterpart across the table. "Menelmacar considers both Carnil and Eärendil - that is, Mars and Venus - high priorities as well. Quite near 'top', I should say," he says. "Given that, and the importance of ensuring that both our governments are satisfied in a peaceable fashion, I would say no trip is too long to travel."

Messer breaths a mental sigh of relief. "Then we share that point in common. I imagine that our dispute then stands on the basis for the Menelmacari claim for all Eärendil. If I am not mistaken, that has to do solely with the costs of bioforming, no?"

The Elf nods. "Precisely. Menelmacar's actual plans for development of the planet center around the future equatorial continent of Aphrodite, and to a lesser extent the future north-polar continent of Ishtar. There will be several smaller landmasses scattered about the planet as well. It will be on these landmasses - and probably also some of Ishtar - that grants to other colonizing nations will be located. Terraforming, though, requires extensive investment in terms of infrastructure, time, effort, and money. And, regrettably, it has to be done all at once, you can't do it region by region. So yes, it's the primary reason for the claim."
