what kind of reward will be offered. Our costal surveillance ships have recently seen a ship on our radar acting suspiciously but beacause of the large cost of an operation of investigating a random ship decided they would not have a look at it.
We noticed there was another ship near the suspicious ship and it seemed to be acting in concert with it.
