What exact requirements do you have?
Crookfur Civil engineering can do all the basic construction work for you including 4 3000m runways, control biuldings, light hangers for up to 60 aircraft, harden shelters for 40, maintainace biudlings to allow all 100 aircraft to be maintained at full readyness including 2 hardened maintaince halls and 2 main Command and control bunkers for a total of $3billion, for another $1billion we can supply all the control and detection equipment and a moderate level of airdefense missile assets.
We have research airfields that simulate a Nimitz carrier deck. Our main airfields are 99% smooth, and we are planning to install a large windtunnel type fan to accelerate takeoff. It also uses a major AI system to control take off, taxiing, and landing, making basic procedures like that much more efficient and quick.

If it was me lets say to make a down payment of say 5% of the total bill ($200mil) and just pay the rest off when ever you can.
