The Star League would like to know if there is any unihabited land on another planet/moon in the Sol System but outside of Terra that its fleets may use for Orbital Bombardment practice. If need be we will pay a large sum for the land.

We request that you do not use any weaponry in the same hemosphere as the Lomonosov Crater on Mars, seeing as dust clouds kicked up by such weaponry could disrupt our terraformation project.

I think Mars is out of the question given how inhabited it is, unless you have land that you are willing to sell to be used for the stated purpose.
there is a region i'm giving up called Dragoons Hell. if you want the pass contact ultima weapons :D
