A full sized version of our original PT Boat sized sub is under construction by the Kormanthorian ShipBuilders Guild. We estimate
completion in one NS year ( 1 rl day ).

hydrofoils travel on the surface, subs under.

I believe your looking for "supercavitating."

That said, Wazzu already has technology like this (though doesn't really use it much).

I know hydro-foils travel on the surface, and much quicker than other
types of ships. The Hydro-Foil Is just to get the ship to an area quickly
then it settles back down in the water and dives.

You may not be aware that modern submarines move far faster underwater than they do on the surface. This is in stark contrast to the submarines of World War II, which were boats that could submerge. Modern submarines are designed as underwater vessels that are capable of travelling partly submerged.

Making a hydrofoil submarine involves a wide variety of engineering issues. First issue: what happens to the foils when the sub is underwater?

Issue 2: What powers the vessel when it is on the foils?

Issue 3: A submarine's primary defense is stealth. Hydrofoils are extremely noisy, have a huge radar cross-section, and leave an enormous wake.

I don't think the wake is any bigger than larger ships, probly not as big.
As far as the noise I can design them to be much more quite. I have to look into special power plants for it.
