The ever-lasting question.....
You dont 'go' anywhere to declare war. All you can do with war is to Role Play (RP) it in the forum. I suggest you check out the thread at http://www.nationstates.net/forum/viewtopic.php?t=64015 it'll explain all you need to know about NationStates.

basically start a new thread and and act formal, saying "we declare war on someone for ______ reasons" yadda yadda yadda. war is posted in this forum, Internation Incidents.
