Omz-Imperium disarmament treaty

In light of Omz222's gross misconduct and irresposbility in attacking the Imperium as a part of the UTP-led coalition force last month, Imperium officials have delivered Omz222 witha n ultimatum: sign a disarmament treaty or face our wrath.

Wisely, Omz decided to sign the treaty. Effective immediately, Omz's standing armies will be taking a 50-60% cut in numbers. All arms sales to and from known coalition members is to cease immediately until further notice, unless a long standing trade agreement or contract with said nation is still in effect. Once the contract expires , it cannot be renewed under the stipulations of this treaty. The number cut shall stay in effect even as the population of the signatory state is increased. Standing army size will be begotiated should Omzian leadership wish to see it increased in the future. One third of all Omzian
Naval assets are to be at once dismantled. Air force and ground support [tanks, artillery] should likewise see a 33% decrease over the next five years.

If Omz wishes to rebuild its military, the only way to do so is therough the Imperium.

In return, The Imperium will not attack Omz, or her holdings overseas.

Hmmm, Very interesting turn of events. Just out of curiosity, Omz222 is in a (business) parternership with me and two other nations. His production is vital to operation. Being as I was not able to enter the "conflict", I was unable to "protect" my investments...a bit unfair to burden us with the workload.

However, I will wait to see how Omz222 responds before detailing my case.

Official Statement

Due to several internal, external, and security reasons, the Government and Administration of Omz222 will sign the treaty.

The standing Omzian Army will decrease from 1.2 million to 600,000 personel (excluding reserves). Omzian Navy will decrease its fleet number from 8 to 5. The Omzian Air Force combat aircraft arsenal will decrease to a total of 2,800 aircrafts (combat fighters, strategic bombers).

But we will keep the reserves/militia number incase of an invasion by Melkor Unchained. All hostilities to the members of Arda will cease, and all forces will be pulled out of Ell.

That is all.

Raslin Blaze congradulates Omz222 for doing the smart thing, not foolishly fighting against melkor with no real hope of winning, and this way, you can still re-build your army, through melkor of course. While we do not exactly agree with melkorian ideals, they are still a powerful force, and one we are glad to be good allies with.

We need to inform "Lord" Melkor that we are planning to increase the Army Close Air Support fleet (Mainly Ground Attack aircrafts, Helicopters, and gunships), due to what seems to be the lack of mentioning to scale down the close air support in the treaty. However, terms are negotiatable.

We also would like to inform "Lord" Melkor that 30% of the retired ships from the Omzian Navy will go to the Omzian Coast Guard, which will become Coast Guard assets. These includes Seawolf-class Submarines, various Destroyers and Frigates, Corvettes, and 2 light aircraft carriers (fitted for patrol jobs only). These will only be used for homeland defence. Again, terms are negotiatable.

Third, we would like to seek permission to trade weaponeries with the nation of Western Asia. So far in our intelligence, the nation of Western Asia hasn't become involved in the coalition, and for several reasons, we would like to trade with Western Asia.

Finally, we have no comment on the allied criticism of Omzian Nation in this matter, nor do we have any comments on the disapprovment of "Lord" Melkor in this situation.

Trivializing Lord Melkor's title will only dig you a hole, vermin. Sew your mouth shut to keep from such foolish slander, you half wit!

Now, down to business: we see no earthly reason why your Coast Guard needs aircracft carriers and submarines. But it matters not. What I'm interested in is not reducing your defensive capacity, but rather your offensive capacity. If you think shifting the designation of your vessels over to the Coast Guard is some way of 'cheating the system,' then good for you.

But in all honesty: why would you need carriers within 15 miles of your coast when you have airfields right freaking there?!

And regarding Western Asia:

Not involved in the coalition, you say? I call your bluff. We have damn good, and I say again: damn good intel that tells me otherwise. They have been helping plan, fund, and otherwise support it from the beggining, and to tell me otherwise is to lie through your teeth. However, our attitude is such that you probably wouldn't listen to us if we told you not to trade with them, so in the interest of sparing the both of us another war, We are prepared to grant that ONE concession.

Also, we will be sending several hundred government officials to your country to iversee your operations. I sure hope nothing bad happens to them....

We don't think that Navy is the same as Coast Guard, as our Navy is mostly "offensive", and our Coast Guard are "Defensive", with a National Coast Guard as the naval reserve.

But all terms are negoatable. The number of warships will be decreased to 200 from 300. The newer warships aquired during the 19th Naval expansion will be... sold.

At last, we also believe that your government said this:

So at least we can increase our active force through your permission, you say?

Also, in regards to your question: It's not so much 'with our permission' as it is 'with us watching closely and acting in tandem with you,' essentially meaning that we'd be doing most of the work.

By giving away its forces, omz is really just strengthening its allies, etc, and this cannot be allowed. Therefore, we will give one warning: Evacuate your boats and destroy them, or we will do it for you. Firing back will be taken as an act of war.

Many frigates and destroyers are now already destroyed, with the "pile of mess" being displayed near an empty beach in an unnamed location of the Sarkavz Province of northeast Omzian Nation, for the Melkor Unchained government to confirm. The submarines, and the cruisers will be dismantled slowly, within 10 years. The aircraft carriers will be dealt in another manner, although also being dismantled. The parts from the cruisers, submarined, and aircraft carriers will be used for... other puproses.

And Chellis, we don't need your "unconventional" service. We are sure that you prefer not to waste your ammunitions, fuel, and time. We already have many allies, we do not need to look for more.

Certainly, it took the German High Seas Fleet less than half a year.

Unless you are simply going to use the materials to help in the construction of your new air fleets, or even just pick the ships apart & store their remains so that it would be a simple matter to piece them back together again?

We have tons of Cruisers and some battleships to dismantle. And the worse thing is, they are nuclear.

Remember, this is a modern naval fleet, not a WWII-era fleet.

This is not an invasion, instead, this is a peacekeeping mission and an effort to replace the new rebel government only. This will pose no threat to the Imperium's allies. We will only send a small force of 1800 Marines.

The scrap will be... processed after government personels from the Imperium confirms that the ships are destroyed, as the scraps are stored in an open field. Then, we will see the Imperium's comments about selling these metal scraps.

However, we may keep the nuclear reactors, radars, weapon stations, and computer equipments.

After he explained the events and his recommended course of action, the President approved of the idea, and directed the General to proceed with the plan, but riminding him that it was to be top classified.

My military is not gone, but it still lost a good chunk (1.2 mil strong army to 610,000 strong army, and 220,000 strong Marines to 110,000 strong Marines.)

In regards to your first question: no. You can't. In order to restructure and rebuild your military you must first allow for either a Chronos or Xaosis! contract, and must likewise submit to a throrough program to revitalize your military sponsored by the Imperial armed forces.

However, due to our current conflict with New Genoa [who lacks your wisdom, apparently], we are unable to put this plan into motion at this time. Contact the Chronos Corp. via Alkanphel Ancalagon if you have any questions.

Regarding a non-aggression pact: we'd have to review the document first of course: you go ahead and write it up, and we'll take a look at it. If it's to our liking, we will sign it.

1. In no way, may the Omzian Democratic Republic show hostilities to the Imperial Dominion of Melkor Unchained. In no way, will the Imperial Dominion of Melkor Unchained show hostilities to Omzian Democratic Republic.

2. In no way, may the Omzian Democratic Republic show hostilities and/or attack the Imperial Dominion of Melkor Unchained's allies in Arda, her allies in the Reich, and her "standalone" allies.

3. Under special circumstances, the Omzian Dmeocratic Republic may only take part in a conflict with Melkor Unchained's allies. For example, the circumstances include being attacked by her allies, or having an alliance member being attacked by her allies and therefore requiring Omzian Democratic Republic to intervene.

4. In no way, may the Omzian Democratic Republic spy on the Imperial Dominion of Melkor Unchained. In no way, may the Imperial Dominion of Melkor Unchained spy on Omzian Democratic Republic.

B. Secondary terms

(I) Military

1. In no way, may the Omzian People's Liberation Forces Army's combat personel number exceed 0.4% of the population of Omzian Democratic Republic.

2. In no way, may the Omzian People's Liberation Forces Air Forces maintain more than 200 long-range strategic bombers, such as the B-2 Spirit, the B-1B Lancer, the B-52 Stratofortress, the Tu-160 Blackjack, and the Tu-22m Backfire.

3. In no way, may the Omzian People's Liberation Forces Navy maintain more than 18 CVN aircraft carriers, 15 SSBN nuclear missile-capable Submarines, and 18 BB Battleships.

4. In no way, may the Omzian People's Liberation Forces Air Force deploy orbitial bombardment-capable spacecrafts, and/or deploy gravship technology.

1. In no way, may Omzian Democratic Republic insult the Imperial Dominion of Melkor Unchained.

2. In no way, may Omzian Democratic Republic publicly vioce its opinion against the Imperial Dominion of Melkor Unchained.

3. In no way, may Omzian Democratic Republic voice its support for anti-Melkor Unchained nations in an anti-Melkor Unchained conflict.

Of course. Laundering forces is prohibited in the Consitution of the Omzian PLF, except the Free Rumanian case. But as a sign of good will, we will add this term, to prohibit all laundering.
