Defence Minister Wufei Mukase smirked slightly to himself as he strode through the hallways of the Marimaian People's Palace of Governance, nodding at various bureaucrats. Premier Chiisu Suun had summoned him to a meeting, and tardiness was not an option. He knocked on the heavy wooden doors, and entered the office.
"Ah, Wufei. Sit down."
Wufei took a seat next to Economics Minister Qatra Jiang, who was rubbing the tip of his nose. The Marimaian Cabinet had long ago developed a set of signals to offset Suun's love of surprising them with new policy ideas; Qatra's nose-rubbing meant 'budget increase'. Wufei nodded slightly to him, then turned to face the Premier. Chiisu Suun grinned at them both as cups of tea were passed round by his secretary, while his bodyguard Tro Yao stood nearby, stoic as ever.
"Wufei, as you know our economy is performing better than we'd anticipated, and as a result we have more funds available to play with. Your department will receive a healthy budget increase; please use it to improve our forces. You'll also find a nice new limousine at your disposal..."
Once the meeting ended, Wufei was driven back to the Defence Ministry, where he called a meeting of the Procurement Division. It was time to purchase some more advanced weaponry....
(OOC: basically looking for jet fighters and/or bombers, APCs, artillery, and we're also looking at the possibility of a navy; if you're interested in selling your wares, feel free to tender offers. We're looking for long-term suppliers...)

We have decided to send a team over to collect them, as we plan to use them in a parade flyover as their first official act over Marimaian territory.
We are also interested in the training program; while we do have some experienced pilots, we cannot expect them to both train new recruits and fly missions. Would it be possible for you to station a training team in Marimaia? We will be more than happy to accomodate them, and we shall pay you a yearly sum based on how many pilots are trained.
We eagerly await your response.
Wufei Mukase, Marimaian Defence Minister.

Very well; we will send over the 411st Training Detachment, the 22nd Electronix Training Detachment, and the 23rd Bomber Training Group and help acclimate your pilots to flying in our aircraft. Altogether, there will be Three hundred personnel, nearly two hundred aircraft, and forty vehicles. However, before we do anything, we wish to inform you that the three training units are some of the most unpredictable and hardest trainers and instructors in the Islandian Banner Armed Forces; however, they get results, and we are confident your pilots will be the top in the region.
East Islandia
22-08-2003, 19:33
training fees will vary on the amount of hours that your pilots are trained; should you wish our instructors to torture your trainees through rigorous and unyielding training, we would recommend that your pilots be trained intensively for about 200-250 airborne hours and an undetermined amount of ground/non flight hours, which will cost about 50 million, since we will need to set up simulators, classrooms, ship in training craft, and of course, exercise our creativity to its limits. However, our hours and parameters are flexible, and should you wish to negotiate, we are always open to suggestions. As of now, the training units are packing their gear and preparing for an extended tour of duty in Marimaia; please also inform us of where we may land in addition to your wishes of the pilot training parameters.
Note- backup crews, logisitix crews, ground crews, and additional personnel are included in our training programs.

East Islandia: The quoted training program for 500 million is perfect for our needs. Although they may be inexperienced, our pilots are no strangers to hard work and discipline; your instructors should find them eager to learn.
Your training units have been granted the Mingzao Air Force Base for their operations, which is located a mere thirty miles from our capital city of Heiphong. If this location is unacceptable, let us know and we will find your units a different location.
Many humble thanks,

we will accept the money from the Marimaian government, as well as their trainees. Two Tu-154s, three Airbuses, and a Boeing 777 will be at Mingzao Air Base to pick up the trainees; they will serve for six months to a year at a time aboard Xishan class medium cruisers, and at the end of their service, be tested extensively, and be given a cruiser of their own to run.
THe service terms are really up to the ministers of the Marimaian government; we will offer six month, one year, and eighteen month terms (mainly recommended for Captains and priority officers). Family will be offered a residence in a base of their choice, should they wish, and expenses for the program will total about twenty thousand, basically for manuals and tests.

Island Techtronix, Lotus Systems International, and East Fire Military Corporation would like to sell the rights for the following to the Marimaian People's Republic:
Plans for the Tu22ME, components, and three Tu-22MEs in order for Marimaian engineers to get a grip on assembling the complex craft. Production rights are also to be sold, as are limited sales rights, which means that no more than four hundred bombers may be sold outside of the country. However, after three years, the limited sales rights will be rendered null, and the Marimaians may then sell as much as they want. These rights are sadly put in place becasue of East Islandia's failing economy, as we have turned to selling military surplus wholesale in order to raise our sinking commerce.
THe rights for the Type 96 and Type 98 MBTs will also be sold to Marimaia, as well as two models of each in order to help facilitate reverse engineering and such. As in this one, limited sales rights are also imposed; outside Marimaia, please do not sell more than Two thousand of either one for two years. As int he first case, after the required amount of years, please sell as much as you want.
The price comes to
Tu-22 ME 300 Million USD
Type 96 100 million USD

FC-57A2
Designed by Freedom Countried R&D, its FC's national Rifle, and has been given to all our Infanatry Divisions!!!!!
Its 6.62 is designed to use FC bullets which are somewhere in between the versatile 5.56 and the powerful 7.62.
Its design is a mix of the tried and tested M4 and OICW, and has replaced the OICW, AKS-74U, G36 and M16 in our armed forces. A LMG version is being developed soon!!!
It has a carbine designed, M16 inspired barrel, with what looks like a smooth gripped M203 underneath. Both barrels merge into an OICW's main body with trigger, but both the grenade launchers 5 round magazine and the assault rifles magazines are at the back. This allows added weight to be added at the front to reduce barrel rising and increase accuracy. It has a stock which is where the magazines are inserted, in front of the shoulder. The grenade launcher can be unattached to leave the Assault rifle, for QB and Airborne use. Also, there is a multipurpose slot where a custom made bayonet, custom made, laser 'pin prick' targeting, custom made torch and custom made MILES system fit into the holder.
The grenade launcher fires either HE or HEAT shells, with the HEAT being a mini version of the tank inspired shell. The assault rifle uses the FC 6.62 rounds which can be brass cased or explosive matrix enclosed. This is the first step my R&D has amde other than a rotary launcher for torpedos, which isnt that special.

20 x Jiangwei-II Frigates
20 x Luhai Destroyers
10 x Xishan Cruisers
(feel free to suggest alternate frigate and destroyer classes if you have better designs.)
Could you give an estimate on how much this order will cost? In addition, if you require additional facilities or manpower in order to complete the order, we will provide the needed finances. We look forward to your response.
Wufei Mukase, Marimaian Defence Minister.
North Current Naval Technologies, the main producer of ships in East Islandia, would like to recommend alternatives to the Jiangwei class frigates and the Luhai class destroyers. We feel that they are unsuitable for advanced surface warfare, and with the state of things, would rather see the Marimaian navy sport other ships. Below, we give brief descriptions, and if you wish, we will later give more details, as we would rather keep these ships' specs secret unless you show interest in acquiring them.
Recommendations:
Type 052C destroyers, built by Jiangnan shipyards, Shanghai, and contracted to North Current Naval Technologies as the Type 052C-S. it is vastly more advanced than the Luhai class destroyers, and designed to specialize in anti-air defense.
Typhoon class catamaran guided missile destroyer
A relatively new design, the Typhoon class is a high speed destroyer displacing about three quarters that of the Xishan medium cruiser. Built for speed, air defense, and missile attacks, it is based on a catamaran hull, and is just entering official service with the Islandian navy after four years of development, trial, and unofficial service.
Urgent Tidings class antisubmarine frigate
Also a new design, the Urgent Tidings class combines stealth technology with the best in cutting edge sensors and antisubmarine technology. Equipped with exceptionally ranged sonar, Antisubmarine rockets, depth charges, torpedoes, space for two ASW helos, and combat automation programs against submarines, the Urgent Tidings class has already wargamed several times against submarines, and won most of the time.
HEre are some of our recommendations in specific roles. If you wish to ask us for more ships which specialize in something, we will be happy to respond. Also, several new ships are also in development jointly with Agrigento's Bordo Principale Technologies; we shall notify you when they are available for export.

We regret to inform Marimaia that, due to the fact that our country is engaged in a drastic war against the tyranny of Mallberta, we have not yet had the chance to authorize production of all the ships. As a result, if you will allow, we will transfer the production facilities onto Marimaian territory, or possibly sell production rights (not the sales rights) for the Type 052C-S and the Xishan class medium cruisers.
Also, we will ship over three Urgent Tidings Frigates, but our crews must return home immediately afterwards, as we regrettablycannot spare anymore manpower in training your nation, although we would wish to transform your nation into a world power.
If you would like the production rights for the ships, we will list their prices below:
Urgent Tidings.............. $500 million USD per unit
Typhoon class.....$ 650 million USD per unit
Type 052C-S......$200 million USD per unit ($600 million for production rights)
Xishan..... (same as mentioned above)... ($700 million for production rights)

Below are teh specs for the SPG (Self Propelled, Guided) Anti AIr Defence system, which provides medium-point air defense. This is similar to both the German SPAAG and the Chinese Type 95 SPAAG/SAM system, incorporating several 20mm guns and one Gatling gun for close in combat.
The AT-7000 SPG Anti Air system is basically four 20mm guns, four fire and forget SAMs, and several radar units and a CIWS mounted on an improved Chinese built Type 98 tank chassis.
An electro-optic package mounted on the forward part of the turret includes a TV tracking camera, infrared tracking camera and a laser range-finder which feeds information to the onboard fire-control computer. This calculates the weapon-laying data, and when the target is within range the gunner opens fire. The gunner also has a joystick with which to lay the weapons onto the target.
The TV tracker has a maximum automatic tracking range of 9km while the infrared tracking camera has a maximum range of 6km. The laser range-finder is quoted as having a minimum range of 900m, maximum range of 6,000m and is accurate to +/- 1m.
System reaction time depends on a number of factors. According to tests, in the radar search mode this is 10 seconds while in the optical mode it is about six seconds.
Also, due to the high failure rate in the Islandian Wars of several earlier versions of SPG air defence systems, East Fire Military Corp contracted Xian Electronix to build a passive ECM system that would conceal the search radar from most HARMs and radar-killers. this unit, the WC-5 Countermeasures system, has performed admirably in border engagements with West Islandia, lowering the percentage of destroyed units from 40 percent to 3 percent. In addition to this, EFMC also included a variant of the Type 900S Pop Up CIWS currently used on several Islandian ships, most notably light catamaran frigates, in order to destroy and take out missiles. This component folds into the hull for storage and transport, and folds out on a highly mobile, electronically moved arm. The actual unit itself is a Gatling gun, capable of firing 1000 bullets a second for short engagement times. The Type 9000 has its own guidance and control system, but is reliant on either the SPG's own radar or the radar mounted on the command post.
The radar itself, mounted in the command and control vehicle, is a SJ-5000 ground based airsearch radar, capable of scanning up to about thirty kilometers and with a maximum altitude of five kilometers, with the ability to track about and engage fifty different high speed targets. the information is fed into a W-9 information processor, which sorts out the target info and relays it to the different SPG units, who in turn engage the enemy. However, in case that the Command and Control Unit is destroyed, then the SPGs are equipped with shorter range SE-130 radars, capable of tracking up to ten km and twenty targets.
Communications equipment installed in the battery command vehicles allows it to transmit information in a digital form up to 10km, by standard radio up to 15km and by wire up to 600m.

The Marimaian government applauds East Islandia's anti-corruption campaign, and accepts your offer to refit for free.
It will take a lot more than a few corrupt individuals to harm relations between our nations; if anything, our relations have been strengthened. East Islandia has shown great integrity and honesty, and we are proud to call you friends.
Ryou Li, Minister of Foreign Relations.
it has been revealed to the East Islandian Independent Committee against Corruption that the former leadership of the companies Lotus Systems International and S1 Systems Dynamix have been guilty of huge fraud. ALso, members of the EI Trade Commission have been found guilty of susbtantially raising prices in order to line thier own pockets in a series of secret documents.

S1 System Dynamix offers to outfit the Marimaian subs with a command interface that will allow the firing of nearly any Islandian, Chinese, and Russian missile, or any weapon designed along those lines. WE also offer to sell them the Type 500S1 missiles, cruise missiles outfitted with scramjet engines capable of Mach 4. These missiles are fresh off the drawing boards and testing runs, and have been used in a war before, against Dark Terror.
These missiles, should u be interested, come in batches of thirty for about 90 million USD (3 million USD per missile).

Marimaia would like to purchase two 'batches' of the Type 500S1. The missile/rocket research which led to the Gou Mang launch vehicle of our space program has also produced the Fu Leng ballistic missile; however, we have yet to begin full production of the Fu Leng, so the Type 500S1 will provide us with a useful start point for our planned strategic missile force. (*180 million USD wired*) If you wish, you can utilise a number of our production facilities to build them on Marimaian soil; that way there is no concern about transporting them.
At present there are only two Yu-Qiang submarines which have been completed, and they are currently undergoing further testing. If our friends in East Islandia could outfit one of them with the proposed command interface, then we can test the improvement in capability before committing to any large-scale outfitting operation.

We will send a tech team over from S1 to evaluate the submarines and see waht they can do to speed up construction. Meanwhile, IL76s and Tu330s are inbound to Marimaia carrying various guidance components and the components for the interfaces, as well as the first thirty of the Type 500S4 missiles with extended range and modified GPS/Satellite guidance for intercontinental use.
It is recommended that the subs have some sort of Antiaircraft ability to combat sub hunting aircraft, such as water launched SAMs. Also, we have excess nine bladed submarine propellers available for no cost if you want them.

At present we have not begun full production of the Yu-Qiang as we are still fine-tuning the design. We were looking at installing a number of the SA-N-5 "Arrow", or an equivalent, as an anti-aircraft capability; what's your opinion?
We would also like to take you up on your offer of the nine-bladed propellors.

The propellers are on their way to Mingzao Air base, five nine bladed surplus propellers from Supply Command. Also, we are transporting about twenty Anshu X4 missiles, modified to be fired underwater. Anshus are long range, high speed missiles capable of defeating ballistic missiles and supersonic, high speed targets. The submarine fired variant sacrifices bit of the altitude, but otherwise, it is quite good at destroying flying objects. The Anshu X4 is comparable to the Aster SAM produced byt eh French and Italians, only with extended range and increased speed and altitude. Included are several test drones, and we hope that you will find the ANshus satisfactory. Otherwise, we would recommend SA-N7 SAMs or mayb those HQ9s modified to be fired underwater.
