Chartering of the Interstellar Hanseatic League
The Empire of Valinon, being an advocate of the cause of free interstellar trade, sets forth to create an organization to further interstellar trade among nations. This organization will be known as the Interstellar Hanseatic League, and will bind its member nations together to protect the rights of they have to free, equal, and uninterrupted interstellar trade. The Empire of Valinon does this because we recognize the dangers being posed to interstellar trade in our time so wrought with dangers. We feel that it its necessary to ensure that space-faring nations have the same rights many nations enjoy on Earth. It is time to bind together to a cause that will allow us to grow and prosper together.
Charter of the Interstellar Hanseatic League
I. Qualifications Pertaining to Interstellar Hanseatic League Membership
The Interstellar Hanseatic League is to be an open doors organization, designed to allow ease of membership for all those space-faring nations that wish to support the cause of free interstellar trade. The qualifications for membership shall be as follows:
A) Nations must have significant space-faring capabilities, at the minimum the
ability to travel to Luna from Earth.
B) Nations must be willing to respect the sovereign rights of all nations to free,
equal, and uninterrupted interstellar trade.
C) Nations must be willing to abide by all points and regulations of the Interstellar Hanseatic League Charter as well as the decisions of the Council of the Interstellar Hanseatic League.
D) Membership to the United Nations is not required, but may be preferred.
II. Formation of the Council of the Interstellar Hanseatic League
The Interstellar Hanseatic League shall need a governing body to determine its policy and handle internal affairs. This body shall be the Council of the Interstellar Hanseatic League, and it shall uphold the morals, idea, and institutions of the Interstellar Hanseatic League. The Council of the Interstellar Hanseatic League shall be laid forth as such:
A) The Council of the Interstellar Hanseatic League shall consist of all League
Member nations. Each member shall have one representative and will have
one vote pertaining to all procedures voted upon. This vote can be used to vote yea, nay, or abstain.
B) The Council of the Interstellar Hanseatic League shall be presided over by a
Chairman. This Chairman shall be chosen from the ranks of the representative nations and he shall administer the Court for Interstellar Trade Rights, the League Foreign Affairs Office, and the Interstellar Commerce Defense Committee. The Chairman shall have the power to appoint a Vice Chairman from the ranks of the representatives that shall take his place if he is unable to fulfill his duties. The Chairman shall also appoint a Chief Justice to oversee the Court for Interstellar Trade Rights and a Foreign Minister for the League Foreign Affairs Office. Both these positions most be approved by a majority vote of the Council. Finally, the Chairman shall preside over the Interstellar Commerce Defense Committee.
A Chairman’s term consists of five (5) years and no Chairman can hold office longer than three (3) consecutive terms. There is no limit to terms, but no more than three can be served consecutively. A Chairman may be removed from office with a Vote of No Confidence from the Council. This Vote of No Confidence must be carried by at least two-thirds membership of the Council. If a Chairman is removed from office, a new Chairman will be elected and new officers under the Chairman’s discretion be appointed. The Chairman removed from office is not applicable for running in an election immediate following his or her removal from office via a Vote of No Confidence.
C) The Interstellar Commerce Defense Committee shall be made up of all
member nations that contribute ships and military personnel to the Hanseatic
Commerce Defense Force. The Interstellar Commerce Defense Committee
will act as the high command for the Commerce Defense Force and will be
presided over by the Chairman of the Council of the Interstellar Hanseatic
League. The Interstellar Commerce Defense Committee will work to ensure
that interstellar commerce between member nations is kept free of piracy,
military disruption, and other forms of commercial interference.
D) The Court of Interstellar Trade Rights shall work to handle the legal affairs of
the Interstellar Hanseatic League. It shall work out legal trade disputes between member nations as well as uphold the rights of interstellar trade law. The Court of Interstellar Trade Rights shall be made up of twelve representatives, acting as Justices, from the Council of the Interstellar Hanseatic League and shall be presided over by the Chief Justice of the Court of the Interstellar Trade Rights. The Chief Justice shall have the tie-breaking vote in the case that the Court is deadlocked on a matter. Membership of Justices shall rotate every five (5) years, and the Chief Justice will change when a new Chairman of the Council is elected.
E) The League Foreign Affairs Office shall act as the voice of the Interstellar
Hanseatic League. It shall announce the stance of the League, and its major decisions as pertaining to international incidents that effect interstellar trade. The bureaucracy of the League Foreign Affairs Office shall be presided over by the Foreign Minister chosen by the Chairman of the Council. A new Foreign Minister will be chosen after a new Chairman is elected.
III. Regulations of the Interstellar Hanseatic League
These are to be the regulations of the Interstellar Hanseatic League, the Council, the Chairman, the Interstellar Commerce Defense Committee, Court of Interstellar Trade Rights, and the League Foreign Affairs Office will strive to uphold these.
A) Protect the rights of sovereign member nations to free, equal, and uninterrupted trade between interstellar territories. This will be accomplished through the actions of the Council, the Chairman, and through the security provided by the Interstellar Commerce Defense Committee.
B) If any nation(s) participating in a international conflict, such as war or embargos, illegally detains legitimate ships from League nations, this nation is now considered personal non gratis by the League and will be accorded to as such. This shall include measures ranging from reciprocating trade embargos, increased tariffs against said nation(s), and in extreme cases war via the members of the Interstellar Commerce Defense Committee.
C) All member nations’ ships that come under attack or threat by interstellar pirates will receive assistance from the Interstellar Commerce Defense Committee. The endangered ships shall be protected by warships culled from the international reserve of ships provided by nations belonging to the Interstellar Commerce Defense Committee. These pirates will be labeled as supreme violators of the League nations’ right to free, equal, and uninterrupted trade. They shall be persecuted with the full force of the power at the disposal of the Interstellar Commerce Defense Committee.
D) League member nations shall lower or remove all tariffs on products from other League member nation. This is waived though under states of war between member nations, if this occurs the Interstellar Hanseatic League will not intervene unless the conflict hinders the trading rights of League nations not involved in the conflict.
E) League member nations are to recognize the legitimate currencies of all other member nations. This is to allow greater flow of economic capital between nations and ease the trade barriers between nations.
F) League member nations will recognize all other member nations as sovereign states entitled to the same rights and privileges of all other sovereign member nations.
G) League member nations that desire so can lend ships to the cause to protect the interstellar trade lanes. These nations will gain seats on the Interstellar Commerce Defense Committee, and will not be removed from the Committee until they withdrawal there forces from the ship reserve pool. However, this can be waived if the nation is under great duress and the ships are needed to provide defense for their home worlds and systems. This can only be done if the member nation promises to resume its military commitment to the League upon the end of hostilities or events threatening said nation.
H) League member nations may appeal to the Court of Interstellar Trade Rights if they feel abused, violated, or threatened by other member nations. The Court will hear there evidence and case, and based upon this will make a ruling. All League nations must abide by the rulings of the Court of Interstellar Trade Rights, and a ruling by the Court can only be overturned and reexamined if a two-thirds majority of the Council of the Interstellar Hanseatic League will support this motion.
I) League member nations may appeal to the Interstellar Commerce Defense Committee if they feel that their rights to free, equal, and uninterrupted trade are being violated or threatened based upon hostilities, blockades, or pirate attacks. This must be approved by a majority of the Committee.
J) League member nations may appeal to the League Foreign Affairs Office if they feel that foreign nations outside of the League are threatening their right to free, equal, and uninterrupted trade. This will then be passed on to the Chairman and the Council or the Interstellar Commerce Defense Committee based on the nature of the basis of the appeal.
K) League member nations may appeal to the Chairman if they require an emergency motion to be brought before the League. The Chairman will then direct this to the Council, Interstellar Commerce Defense Committee, Court of Interstellar Trade Rights, or League Foreign Affairs Office as he sees fit. All other matters must be submitted to the docket prior to a convening of a meeting of the Council, Committee, Court, or Office.
L) League member nations reserve the right to withdraw, join, or rejoin the League as they see fit.
