An Air Force does not just appear, you have to know what you want and in what numbers. For example, my fighters and intercepters all can be classified as having stealth characteristics. I have high altitude, penetrating, and strategic bombers (bombers that specialize in delivering nuclear weapons). As for your navy, I suggest you buy a single battlegroup and every RL week buy another until you are satisfied.
