A friend of mine from MA who was in the Military has been having trouble with the DV in Worcester - He got the license while in the Military, and it's supposed to transfer just like it was an out of state license. The problem is the DMV won't do that, and he has no oversight to turn to so they will.

Any help on this matter will be appreciated...

If you are 18 years of age or older:

You must provide the RMV with your current out-of-state photo License and proof of your current Massachusetts residency.

You must present the following:

SSN Card or valid, current, U.S. or non-U.S. Passport

Out-of-state License. If your out-of-state License DOES NOT have a photo, you must present acceptable photo ID from the Acceptable Identification Documents List.

Note: If you do not have your out-of-state License to surrender, you must provide a photo ID from the Acceptable Identification Documents list of identification AND a certified driving record not more than 30 days old from the state where you currently hold your License..

Document proving date of birth

Document proving signature

Document proving Massachusetts residency

Note: An out-of-state License presented as one of the ID documents can be used document to confirm signature OR date of birth. It CANNOT be used to confirm both.

A valid Social Security Number that verifies with the Social Security Administration or an acceptable written denial notice from the Social Security Administration.

Note: The Social Security Administration does not include any Visa information on written denial notices, therefore, if you do not have a valid Social Security Number, you will have to provide evidence of an acceptable Visa code in addition to the written denial notice from the Social Security Administration

All documents must be originals. Photocopies will not be accepted. You must also clear a check through the National Driver Register and pay the required fees.

If you have a previous Massachusetts License that expired four or more years ago, you are required to show all of the identification listed above.

If you have a license from Canada, Mexico, or US Territory ( including Puerto Rico), you must present a driving record not more than 30 days old.

What exactly are they telling him?

Only that (though they are supposed to) they don't count military licenses as out-of-state ones.
