Weatherman to English Phrasebook

Most people who watch the TV News Weather thinks they know exactly what the weatherman(woman) is saying when they do the forecast, however anyone smart knows that they are usually using little key phrases that change the entire meaning of what they are just saying plainly. I have endeavored to translate these phrases so they could be understood by the layman.

Partly Cloudy: Don't bother working on your tan.
Little to no accumulation expected: Be prepared to shovel tomorrow morning
Some Showers: Expect old men in floating zoos to stop by
Partly Sunny: Don't expect to see the sun.
Slightly Chilly: Is you heating bill paid? Its gonna freeze.
Sunny: I'm lying

Meh! You must be talking about American weather people, coz here in the UK, I can't really complain about them.

'Environment Canada is predicting a month of cold weather and record accumulation of snow' translates to: It'll be unseasonably warm, and after a month of this, we will predict a warm upcoming week, and everything will go to hell just to spite you.

When they say mainly overcast with periods of sunshine, that is what we get!

"The forecast for this year: temperate and cloudy, with sunny and rainy spell."

They could just give us one forecast per year, because nothing really changes.

that's because that's the only weather pattern the UK gets.

Replace spring with snow/ice/general coldness, and that's about right.

sunny == either 'hot and humid' or 'it might look warm, but there will be so much wind that it isn't'
In the area of $city, snow has to be expected == Expect the rain to be white, maybe expect gray mud everywhere.
