I know what both of you are talking about, but I'm talking about the "threats" that the government (specifically, the U.S.; I'm not too familiar with other countries, if they've had anything on the level the U.S. had) point to in order to justify "tightening the yoke."

Twilight Struggle, a two-player game of the Cold War, 1946-1989. One player is Russia and one is the U.S. The game is rated number four out of thousands on BoardGameGeek. It is relatively easy to learn, and extremely enjoyable. I highly recommend it.
